Duties

Help
  • Manages the Security Management Console (SMC) and related SharePoint based tools and technologies that enable communication, collaboration and information sharing between the IP Regional Directors and Regional Security Offices at post.
  • Develops and presents formal training on the Security Management Console (SMC) with approval lesson plans for all re-engineered business processes.
  • Researches, analyzes, and formulates solutions to a wide range of complex security issues tasked to the directorate. Advises senior management on substantive technical, policy, and programmatic issues.
  • Develops project management plans for proposed new projects related to the continuing enhancement of the Security Management Console (SMC) and related International Program (IP) knowledge management systems.
  • Develops and implements program management tools to gather, analyze, and report the status of global issues and makes recommendations for improvement where required.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Completing thorough and accurate work independently, even in the most difficult or stressful situations, and occasionally reviewing work completed by others.
  2. Customer Service - Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluations of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
  3. Oral Communication - Conveying complex information or ideas to customers and key stakeholders; presenting information in a well thought out and convincing way, demonstrating confidence in the facts and ideas; using various methods to explain and convey information.
  4. Problem Solving - Solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs. 

AND

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

-- Experience managing, overseeing, modifying and/or troubleshooting Sharepoint-based platforms, hardware functionality and other common software applications.

-- Experience communicating technical information systems-related data to stakeholders including providing training for end-users.

-- Experience assessing information system operations to ensure compliance and improve effectiveness and efficiency. 

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-13 position.
