Duties

Help
  • Supervise and coordinate the integration of a number of major work assignments, projects, or program segments.
  • Plan and establish objectives for major program areas, establish guidelines for subordinates.
  • Act as subject matter expert for assigned areas in regards to contract writing processes and writing/running reports.
  • Ensure that the organization has the equipment and information technology required to carry out its mission.
  • Provide expertise to others within the group and throughout the activity on unique and controversial problems related to Integrated Technology (IT), network security, and systems integration.
  • Manage IT service contracts for activity hardware and software support and ensures that suspense dates are met.

  • This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for certification at Level 3 in Contracting.
  • This is a Critical Acquisition Position (CAP). Certain requirement may be required prior to appointment unless a waiver is granted.
  • Two year trial/probationary period may be required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Selectees must sign a DD 2888 written tenure agreement to remain in the Federal service in this position for at least 3 years.

U.S. Army Medical Research Acquisition Activity (USAMRAA) is the contracting element of the U.S. Army Medical Research and Development Command (USAMRDC) and provides support to the Command headquarters and its worldwide network of laboratories and medical research organizations as well as other non-USAMRDC customers. USAMRAA also supports Army-wide projects sponsored by the Army Surgeon General and numerous congressionally mandated programs.

USAMRAA is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 pay band for the 1102 Series is equivalent to the GS 14 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Procurement Analyst: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: (1) Preparing and administering contracts; (2) Resolving contract performance problems by gathering facts, determining remedies, and initiate remedial actions in order to find and provide a solution; and (3) Providing oversight of the organization's business processes related to the contract writing system, paperless contract file, contractor invoicing and payments, and federal contract data reporting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Defense Acquisition Workforce Improvement Act Career Field Position. This is an Army Acquisition, Logistics, and Technology Workforce position. Selectees must meet the position requirements for certification at Level 3 in Contracting within 24 months of entrance on duty. Due to the impact of the Coronavirus, individuals with entrance of duty dates prior to April 1, 2022 will have an additional 12 months from the date of Entrance on Duty (EOD) up to a total of 36 months.
