Help

As the Director, Division of Health Informatics and Surveillance the incumbent will:

  • Plans, develops and directs a professional staff engaged in the science and practice of public health surveillance and informatics.
  • Develop program goals and objectives consistent with the program goals and objectives of higher organizational units.
  • Develops and implements plans and programs to support accomplishment of goals and objectives.
  • Advances public health program objectives through application of sound planning concepts and practices and recommends appropriate changes in all aspects of Division's program direction.
  • Conducts periodic evaluations of the Division's program accomplishments to ensure progress in meeting goals and objectives, identifies problems and issues, and devises solutions.
  • Advises, plans and coordinates methods development and applications projects in support of major agency surveillance programs.
  • Establishes measures of success/effectiveness of Division's surveillance and informatics activities and provides guidance to CDC programs and external stakeholders on applying these measures.
  • Provides direction and guidance to subordinate staff.
  • Plans and assigns work and establishes priorities through Branch leaders; reviews the work of subordinates; develops performance standards and evaluates work performance and/or reviews performance ratings done by staff.
  • Advises Division personnel on work, administrative matters and problems.
  • Approves leave, training and other personnel actions affecting Division personnel.
  • Interviews candidates for vacancies in the Division and recommends appointments.
  • Provides scientific leadership in public health informatics, including identifying new developments in informatics and technology.
  • Determines needs for components that can be utilized across multiple informatics solutions.
  • Manage national surveillance systems, including Bio-Sense, the National Electronic Disease Surveillance System (NEDSS).
  • Develops, implements, and maintains underlying components that enable integration of solutions which address cross-cutting CDC or partner objectives.
  • Oversees the maintenance and modernization of surveillance systems.
  • Develops new surveillance methods, information resources, and promising practices to strengthen public health informatics capacity and capability.
  • Stays abreast of the latest, cutting edge technologies.
  • Collaborates with external entities, including interagency, partners, academic institutions, and other external entities to inform system enhancements and modernization approaches.
  • Engages jurisdictions to solicit feedback and conduct needs assessments.
  • Serves as the focal point for the development, implementation, evaluation and technical assistance. for the execution and operation of innovative, cross cutting, scientifically rigorous public health surveillance analysis and methods to make aggregate level data available to public health experts through the systems and solutions supported by the division.
  • Anticipates and adapts to changing landscape: healthcare, technology, policy, expectations and needs for information, legislative mandates (ARRA, HITECH).
  • Conducts cutting edge research on public health surveillance strategies to systematically collect, assemble, analyze, and disseminate information to improve and measure health impact.
  • Assess and develops policies relating to public health surveillance systems and information management.
  • Exercises leadership to ensure that all programs under his/her direction reflect the principles of work force diversity in their management and operations.
  • Ensures that subordinate supervisors and managers recognize the importance of their diversity enhancement responsibilities.
  • Provides reasonable accommodations needed to best utilize qualified people with disabilities.
  • Responsible for planning, developing, and implementing the Division's policy and program objectives, developing operating plans, and evaluating progress.
  • Develops specific projects and activities from broad program goals through the application of sound managerial and leadership concepts and practices, with a view toward enhancing the national impact of the Agency's activities.
  • Maintains continuous crucial review of all policy and project objectives of the Division and ensures that overall program plans are carried out as efficiently and effectively as possible with maximum utilization of resources.
  • Develops and maintains relationships among a variety of national public health, medical, and technology organizations, other government agencies, academic institutions, and state and local health departments.
  • Develops goals and objectives and provides leadership, policy formulation, guidance in program planning and development.
  • Coordinates Division activities with other components of CDC and other Federal Agencies.

Qualifications

Current federal employees must be at or above to the GS-14 grade level to be considered for this position.

Basic Qualifications for RF-0602: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Candidates must show clear evidence of specialized experience.

Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as experience managing national informatics tools and surveillance systems, develops new surveillance methods and informatics resources focused on efforts to improve the efficiency and effectiveness of surveillance systems in public health practice including surveillance programs that are part of public health emergency preparedness and response programs.

Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a positive education requirement. Applicants are strongly encouraged to submit transcripts or a list of applicable courses with their application package. The executive level compensation package is commensurate with qualifications and experience and may result in a higher salary than reflected above.
