Supervisory and/or Managerial Responsibilities:
Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes subordinates' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complains and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
Management of Budget Operations:
Oversees and manages budget operations for OIG's Budget Execution functions. Develops and directs the budget operation for HHS/OIG with multiple major subordinate components, each with diverse, multi-year, substantive programs. Develops policies and procedures that support the budget execution process. Develops the annual call for financial plans to execute the OIG budget. Works with components to identify, define and justify spending and needs. Coordinates the compilation of budget estimates and program requirements into a financial review and analysis process for senior management officials. Reviews program requirements with the agency's organizational units, recommending approval or disapproval, pointing out budget limitations and significant deviations from past years, suggesting solutions to funding problems, and advising on probable reactions of Congressional committees to budget proposals. Serves as the organization's authority on budget execution matters, managing agency budget execution for multi-year substantive programs. Manages the execution of the operating budget, including the establishment of necessary controls, and approves, from a budgetary standpoint, expenditures for individual items of personal service, travel, printing, supplies, and the entire array of objects of expenditures.
Makes investigations and recommendations involving the proper utilization of these funds. Directs annual in-depth baseline reviews of each fund to ensure expenditures are consistent with the budget, program, and planning processes. Provides authoritative analysis, advice, and assistance on complex budget issues of national scope with a visibility towards the priorities of OIG, HHS, OMB, and Congress. Participates in discussions and decisions regarding reprogramming actions; receives requests for major reprogramming; obtains necessary statistical and program data; considers requests in light of the overall budget program and makes recommendations as to whether the proposal should be accepted in its entirety, in part, or should be rejected; prepares reprogramming letters to the Congress; and justifies the request to committee staff.
Budget Execution Oversight:
Plans and implements agency-wide program and budget guidance governing the execution of budgets. Recommends policies that impact on substantive program goals and national priorities. Coordinates and integrates current and long-range financial planning data pertaining to the budgets of several major subordinate organizations with diverse programs and program needs and varying procurement, production, planning and scheduling, cost accounting, and financial and accounting systems. Serves as senior expert and advises other budget experts throughout the agency and/or other agencies on issues that involve applying or tailoring methods and procedures.
Oversight of Management Planning and Analysis:
Directs and presents the management and financial analysis of OIG programs. Oversees a staff responsible for performing these analyses in order to determine the impact of new or revised policies, procedures, programs and legislation on OIG programs and the agency's budget. Monitors the implementation and review of management planning and analysis functions including reviews of specific OIG business functions, management or programmatic structures.
Budget Formulation Oversight:
Provides support in the administrative and policy direction in the formulation and justification of budgets for the OIG. Analyzes, plans, schedules, and coordinates all phases of budgeting needed to formulate and execute the budgets for multi-year substantive programs having impact on the budgets and programs of such entities as other Federal agencies, State and local governments, and/or major private industrial firms.
