The primary responsibilities of the Senior Advisor are:

Developing an OISE Partnerships and Outreach Strategy

The Senior Advisor will spearhead the Office’s efforts to develop a partnership and outreach strategy that includes participation by interagency, international, and non-governmental contributors with an initial focus on the Global Centers program, consistent with NSF’s mission. The Senior Advisor is expected to address the following activities:

  • Develop and lead implementation of an inreach and outreach engagement plan to build strategic partnerships with other U.S. agencies, industry, and philanthropic organizations that strengthen NSF’s ability to engage multilaterally and/or with a diverse set of country partners.
  • Collaborate with the Countries and Regions Cluster on implementation of the strategy to establish and expand commitments from international and interagency partners.
  • Collaborate with the OISE Management Team to develop a partnerships strategy with timelines, milestones, and metrics for the Global Centers program.
    • Ensure the Global Center program is launched in FY22, awarded in FY23, and expanded in FY24 and beyond.
    • Coordinate tracking and reporting of metrics
  • Collaborate with the Programs and Analysis Cluster to ensure timely development, implementation and revision, as appropriate, of the related solicitations, review processes, and post award management.
  • Collaborate with the Management Team to ensure consistency in communications about OISE’s partnership strategy and Global Centers with internal and external stakeholders.
  • Collaborate with all clusters to design and evaluate strategic outreach activities with the research community, which may include bilateral or multilateral workshops.
  • Collaborate with all clusters to develop an appropriate knowledge management strategy for information related to the Global Centers and partnerships; provide oversight for implementation of relevant knowledge management strategy.

Serve as Representative for the Office

As appropriate, the Senior Advisor will represent the Office internally and externally at meetings relevant to the Global Centers program. Duties may include providing support to cross-agency coordinating committees, representing OISE to intra-agency groups, and collaborating with OISE staff on the generation and use of appropriate NSF portfolio analytics relevant to the Global Centers Program.

Qualifications

Education strongly preferred at the Ph.D. level or equivalent professional experience or combination of both in a field of science, technology, engineering, or mathematics (STEM), and demonstrated leadership experience in promoting and implementing STEM research or education policies.

Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits, and life insurance) are applicable.

  • Knowledge of and experience with both the U. S. and international scientific/engineering and education research community and in-depth working knowledge of the science and technology policy organizations of the U.S. Government.
  • Demonstrated ability to anticipate, design, plan, coordinate, and manage complex projects or tasks to achieve organizational objectives. Includes establishing and tracking progress towards project timelines, milestones, and key performance indicators.
  • Knowledge of project management and organizational concepts, principles, practices and techniques.
  • Superior skill in effectively presenting and advocating policies and plans to peer groups and to high-level decision-making and policy groups.
  • Knowledge of and experience initiating and facilitating different types of partnerships, including but not limited to interdisciplinary, international, inter-agency, intra-agency, public-private (industry, philanthropic), and academic partnerships.

The position may also be filled on an Intergovernmental Personnel Act (IPA) assignment basis.
