Duties

Help

The purpose of this position is to manage and direct Air Traffic Control (ATC) Tower and Radar Approach Control (RAPCON) functions. The scope includes all manpower, organizations, management, and training activities; and provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations.

Plan and schedule ongoing production-oriented work on a quarterly and annual basis, or direct assignments of similar duration. Adjust staffing levels or work procedures within the 243d Air Traffic Control Squadron to accommodate resource allocation decisions made at higher echelons. Justify the purchase of new equipment. Improve work methods and procedures used to produce work products. Oversee the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize. Decide the methodologies to use in achieving work goals and objectives, and in determining other management strategies.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

In order to qualify, must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Resume must clearly describe relevant experience.

SPECIALIZED EXPERIENCE:
Must possess experience in a military or civilian air traffic facility and demonstrate possession of the knowledge, skills, and abilities required to perform the level of work for which applying. Experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations.

Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires:

  • Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure;
  • Skill to coordinate plans and actions with pilots and other controllers; and
  • Judgment to select and take the safest and most effective course of action from among several available choices.

OTHER EXPERIENCE REQUIREMENTS:
Must have prior tower and radar certifications and performed as Watch Supervisor/Senior Controller in either facility and worked ATC duties within the last 12 months.

Applicants with current or prior United States Air Force ATC experience will receive preferential consideration over all other applicants.

MAXIMUM ENTRY AGE:
Under the provisions of 5 U.S.C. 3307, a maximum entry age for original entry into an identified ATC position is 36. An individual not appointed by the last day of the month in which the individual becomes age 36 will not be appointed or assigned to an ATC position.

Reentry to an ATC Position:
(1) Individuals who are past the maximum entry age limit of 36 but who previously served in covered positions may be reinstated to a covered position only if they:

(a) Meet the applicable qualification requirements for the position.
(b) Have received ATC Specialist Certification according to Federal Aviation Administration (FAA) standards.
(c) Have been qualified and facility-certified in a DoD or FAA ATC facility.
(d) Will be able to complete a total of 20 years of covered service as an ATC by the last day of the month in which they become age 56.

Exceptions to the Maximum Entry Age: The agency may submit an age waiver IAW DoDI 1400.25, Vol. 331, Civilian Air Traffic Controllers (ATC), if necessary. Per policy, maximum entry age requirements will be waived for preference eligibles who meet requirements, unless it is determined that the age is essential to the performance of the duties of the position being filled.

MANDATORY SEPARATION:
Age Requirements: An ATC who is otherwise eligible for immediate retirement must be separated from federal service on the last day of the month s/he becomes age 56 unless s/he has not yet completed 20 years of service and a waiver has been granted. In that case, the employee will be separated on the last day of the month in which s/he completes 20 years of service. However, the employee must continue to meet the physical requirements of the position, and if the employee cannot meet those requirements, s/he will be removed from the position.

CERTIFICATE AND RATING REQUIREMENTS:
ATC specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located.

Applicants must possess a valid ATC Specialist Certificate and/or CTO Certificate and show Radar/Tower certifications. These certificates require demonstrating knowledge of basic meteorology, basic air navigation, standard air traffic control and communications procedures, the types and uses of air navigation aids, and regulations governing air traffic.

Must submit DD Form 2992, Medical Recommendation for Flying or Special Operational Duty (e.g. Civilian Class II Certification) or equivalent with application.

Must submit ATC/Weather Certification and Rating Record (e.g. AF Form 3622 or equivalent); or FAA License of current ATC Certifications.

INITIAL EMPLOYMENT:

TIME-IN-GRADE: Applicants who are current or former non-temporary Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served at least 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE: Time-In-Grade requirements also apply to former Competitive Service Federal employees applying for reinstatement.

If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g. General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

Renders advice, counsel, and instruction to employees; and evaluates job performances, writes appraisals, and directs remedial measures to correct discrepancies.

Provides direction and makes decisions regarding problems presented by the shift supervisors.

Maintains technical and administrative skills relevant to ATC to ensure effective and efficient operation of facilities in accordance with FAA, U.S. Air Force (USAF), Air National Guard (ANG), and Department of Defense (DOD) regulations and directives.

PERSONAL QUALITIES
In addition to meeting all other requirements, must demonstrate possession of the traits and characteristics important in ATC work. Applicants who meet the experience and training requirements will be required to appear for a pre-employment interview to determine whether they possess the personal characteristics necessary for performance of duties.

ATC applicants must have the capacity to perform the essential functions of these positions without risk to themselves or others.
