Duties

Help
  • Acquisition of DHA requirements and administration of contracts through closeout
  • Structure solicitations that include special contractual language or other innovations necessary to satisfy unique procurement requirements and conditions for which there may not be precedent.
  • Review technical specifications or work statements for restrictiveness, conflict with contract provisions and clauses, or other problems.
  • Analyze proposals for conformance with the solicitation.
  • Perform pre-aware and post-award contracting work.
  • Coordinate and consolidate technical, audit and legal input contributions, chairs or is a member of the negotiation team, and subcontracting reviews and approvals.
  • Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues.
  • Evaluating responses to solicitations for cost and price reasonableness.
  • Administering complex contracts supporting major technology systems.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Two year trial/probationary period may be required.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • In accordance with the Defense Acquisition Workforce Improvement Act (DAWIA), incumbent must obtain DAW Level III certification in the Acquisition Career Field of Contracting within 24 months of entrance onto the position.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below or you will be rated ineligible:

Specialized Experience: One year of specialized experience which includes applying contract and procurement regulations to prepare solicitations that communicate requirements to industry; evaluating responses to solicitations for cost and price reasonableness; administering contracts supporting major information systems to include business clearance and/or price negotiation memorandum; interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues; AND administering complex contracts supporting major technology systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02/GS-11).

Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted.
