Summary

This position is located in the MWR Operations area of the Morale, Welfare, and Recreation Department; Naval Construction Battalion Center, Gulfport, Mississippi. The incumbent is the manager, administratively and technically responsible for the Auto Hobby Shop. As such, the incumbent must be familiar with EPA, DOT, and OSHA regulations as they apply to hazardous and non-hazardous waste.

Provides leadership necessary to maintain an effective and productive work force and ensures a continuous exchange of information between employees.

Specific supervision responsibilities include but are not limited to:

  • Approving time off, planning work to be accomplished by subordinates with selective consideration of the difficulty and requirements of the assignments and the capabilities of employees.
  • Evaluating performance of subordinates, monitoring workload, analyzing methods and results and implementing changes when necessary.
  • Provide guidance, advice, counsel or instructions to individuals on both work and administrative matters. Listening and resolving employee complaints, reviewing, and recommending disciplinary action.
  • Interview candidates and make selections for appointments, promotion, or reassignment.
  • Identifying and developing required training for employees.

Incumbent provides training to other division managers in handling of hazardous and non-hazardous waste and materials. Is responsible for the weekly inspections and turn in of waste. Incumbent ensures that all hazardous and non-hazardous waste collected is turned in, per applicable EPA and OSHA standards in a timely fashion.

Incumbent is responsible for the scheduled and unscheduled maintenance of NAF owned MWR vehicles to include all turf equipment and all utility vehicles. Incumbent will maintain maintenance records on all NAF owned MWR vehicles to include all turf equipment and all utility vehicles.

Incumbent prepares the annual non-appropriated budget for Auto Hobby Shop.

Incumbent ensures compliance with CBC, state and federal EPA, and OSHA rules, regulations, and directives.

Incumbent maintains accurate records pertaining to items purchased, costs, delivery schedules, inventories, and facilities usage. Maintains close liaison with the MWR Business Office regarding purchase order transactions, outstanding requisitions and inventory adjustments.

Incumbent is responsible for ensuring that adequate inventory of automotive tools and that equipment is available for check-out to patrons. Incumbent maintains inventory for determining requirements for timely replacement of worn out or broken tools and equipment. Ascertains safety of all hand and power tools before check-out to patrons.

Incumbent provides technical assistance to patrons in the performance of automotive repairs, including, but not limited to, overhaul of engines and transmissions. Instructs patrons in the safe and efficient operations of all equipment and associated tools.

Responsible for completing and submitting all appropriate monthly, annual pollution control and hazardous waste and material reports to Public Works Department Environmental Division.

Performs other duties as assigned.

PHYSICAL DEMANDS

Position requires sitting, walking, bending, lifting, and climbing. Must be able to lift at least 50 lbs.

WORK ENVIRONMENT

Work is performed mostly in hot and humid conditions, occasionally an office setting and sometimes inclimate weather.

Qualifications

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • ASE certification desired.
  • Must have a professional knowledge of vehicle maintenance and safety.
  • Must be aware of OSHA regulations governing the repair/replacement of brake pads/shoes and clutch disc, and the EPA regulations regarding the handling of the hazardous material asbestos.
  • Must be aware of the regulations pertaining to handling and disposal of all waste generated in MWR according to the rules set forth by DOT and EPA. Incumbent is assigned as Hazardous Waste Coordinator.
  • Must be aware of OSHA regulations concerning hazardous materials.
  • Must be familiar with all aspects of inventory controls.
