Help

The duties of the position may include but are not limited to the following:

  • Chairs the Behavioral Health Quality and Compliance Committee which consists of MH Executive Leadership and the Chief of Quality, Safety, and Value in order to monitor and analyze trends in performance, provide leadership support, direction and oversight for performance improvement efforts to keep BH Services at the VASLCHCS in continuous compliance with accreditation and performance standards.
  • Coordinates as it relates to Behavioral Health for the medical center's Focused Standards Assessment for the Joint Commission, coordinates post-survey requirements such as Evidence of Standards Compliance and Measures of Success, oversees an external review data base and monitors actions related to recommendations from external review bodies including the Joint Commission, CAP, OIG, OMI, etc., and assures that communications from external review bodies are disseminated to management officials on a timely basis.
  • Generate, analyze and disseminate data from mock surveys and tracer activities, peer reviews, and other quality oversite processes.
  • Contributes to departmental and/or facility policy development, planning, and evaluation that affect the delivery and quality of care provided.
  • Provides consultation/collaboration and guidance in accreditation standards and quality management (QM), principles, systems, and processes for the improvement of patient care.
  • Establish multidisciplinary sub-committees, workgroups or teams for specific improvement efforts; provide support to them and their progress through a regular reporting mechanism.
  • Assists hospital staff to identify accreditation QM issues and promote systematic processes for problem analysis and resolution as it relates to Behavioral Health.
  • Initiates/coordinates interdisciplinary projects/teams to improve patient care delivery and organizational systems. Plans and directs timely follow up of review findings.
  • Shares expertise with hospital employees using a variety of educational, collaborative, and collegial formats.
  • Evaluate effectiveness of BH Services performance activities in improving quality, access, satisfaction, costs, and functional outcomes as they relate to regulatory and accreditation bodies.
  • Demonstrates effective communication skills. and interpersonal relationships in working with both committees and individuals.
  • Collaborates with medical center leadership in making decisions and developing/implementing action plans throughout the medical center.
  • Ensure the continued compliance and sustainability of action plans and process improvements from inspections and site visits.
  • Interprets rules and regulations and have a broad knowledge of VHA regulations, Joint Commission, and other applicable Federal and State requirements in order to provide accurate information for management and clinicians regarding accreditation standards and quality management related issues for Behavioral Health.
  • Provides leadership and expertise to committees, task forces, as well as project assignments, developing data, forming plans and preparing position papers that impact on planning for quality and performance management as a whole.
  • Serves as a liaison to the Joint Commission and other external review groups and provides direct staff support to service chiefs, and others in planning, designing, integrating, implementing, modifying, and evaluating the effectiveness of program components and/ or services to improve the quality of patient care and the appropriateness and timeliness of services provided.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f).
Grade Determinations:

(1) Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

(2) Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: September 10, 2019 VA HANDBOOK 5005/120 PART II APPENDIX G39 II-G39-13:
(a) Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
(b) Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
(c) Ability to supervise multidisciplinary staff assigned to the program.
(d) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(e) Ability to provide training, orientation, and guidance within clinical practice.

Preferred Experience: Quality experience (e.g., CARF, TJC); Data experience (e.g., SAIL or other quality measures)

The full performance level of this vacancy is GS-12.

Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation if necessary, without endangering the health and safety of the Social Worker or others. Social Worker must be able to pass VA requirements for operation of a government vehicle. Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. Position requires travel to meet with MH staff in the VA Community Clinics regarding Quality and Accreditation. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
