The Railroad Safety Inspector (Hazardous Material):
Plans and carries out an periodic inspections at rail hazardous materials shipper/consignee locations including oil & gas refineries/fractionation plants, chemical and explosives manufacturers, rail intermodal terminals/van yards, freight forwarders, import/export agents and tank car manufacturing and repair facilities within their District and neighboring Districts when called upon to conduct team inspections.
Inspects railroads for compliance with the hazardous materials regulations and assists in training railroad personnel to enhance compliance with Federal regulations.
Conducts railroad accident investigations including train and/or railcar collisions, reportable derailments, Non-Accidental Releases (NAR) of hazardous materials, or other accidents/incidents resulting in serious injury to person(s) or to the property of a railroad occurring on the line of any common carrier engaged in interstate transportation.
Conducts in-depth Hazardous Materials Incident Investigations (HMII) to determine the root cause of an incident and the corrective and preventative actions that will prevent recurrence.

DRIVER'S LICENSE: Railroad Safety Inspectors travel frequently, which requires being away from the official duty station for several consecutive nights. All Railroad Safety Inspectors are required to possess a valid state drivers license at all times while employed by the Federal Rail Administration (FRA) in order to perform the duties of their positions.
DRUG TESTING: Railroad Safety Inspector have been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1C entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
Qualifications
Minimum Qualifications:
To be qualified for a Railroad Hazardous Materials Inspector, the Qualifications Standard state you MUST have demonstrated knowledge in the following areas:
Railroad industry, including economic and operating considerations and equipment.
General safety and health principles and practices applicable to the railroad industry.
Railroad accident investigation techniques.
Communication in writing and orally.
Practical knowledge of the typical reactions of different hazardous commodities to various environmental conditions and of safe procedures for containing or controlling fires, leaks, or explosions of these materials.
Knowledge of the construction, testing, and retesting of containers used to ship hazardous materials by rail; AND
Knowledge of Federal regulations and standards governing the shipment of hazardous materials by rail, including containerization, loading, handling, documentation, and placarding.
In addition for the GS-12, you must have the following:
Selective Factor:
Knowledge of general railroad safety health principles and practices; as well as railroad investigation and inspection techniques.
Experience applying typical reactions of a wide variety of hazardous materials to various environmental conditions, and safe procedures for containing or controlling fires, explosions, or leaks of the materials.
Specialized Experience:
To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience applying federal regulations and standards for purpose of compliance to the inspection of containers and handling documentation procedures of hazardous material at rail facilities, including inter-modal, shippers/consignee, and tank car manufacturing facilities.
Experience analyzing data that can be used during the course of conducting railroad inspections, or used to determine probable cause of railroad related collisions, derailments, or other accidents/incidents.
Experience communicating information pertaining to railroad hazardous materials.
