Duties

Help

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:

-Facilitating detailed planning meetings to execute “all hazards - all threats” exercises at all USCG command levels and with other agencies in-person or virtual as requested by the supported command.

-Developing and maintaining contacts with all agencies and organizations involved with exercises to integrate stakeholder concerns and issues into exercise design products.

-Maintaining currency in program policies & directives relative to exercise programs and related contingency preparedness activities.

-Keeping abreast of new methods and developments in specialty fields as they affect program areas.

-Advising appropriate officials and staff of progress and difficulties encountered via the relevant chain of command.

-Coordinating with the exercise design team to complete all required exercise documents based on exercise planning time lines (minutes, reports, plans, budget, AARs, lessons learned, control and evaluation documents, etc.).

-Building solid exercise foundations by reviewing unit plans, researching previous unit exercises and AARs in CPS, and reading lessons learned and salient program material prior to initial exercise meetings.

-Providing oil spill graphics and exercise truth for simulated oil spills. Maintain proficiency through regular OILMAP training.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level. Specialized experience for this position are defined as:

  • Developing and analyzing of metrics used to evaluate the effectiveness and efficiency of emergency preparedness programs.
  • Maintaining emergency management plans, conducting exercises, managing training, facilitating meetings; presenting and reporting methods and procedures to accomplish the mission or task.
  • Providing advice, guidance and policy assistance to various agencies and international work groups related to emergency preparedness programs.
  • Establishing and maintaining liaison with other agencies and performing inter/intra agency coordination work.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  4. Ability to prepare evaluation reports on emergency planning and preparedness.
  5. Ability to communicate orally and in writing.
