Duties

Help

As a Fire Ecologist, your duties will include, but are not limited to, the following:

Coordinates at the Regional, inter-Regional, and interagency level to implement agency and interagency Manuals, Handbooks, and National policies related to fire management and fire ecology.

Advises managers, refuge management, resource specialists, foresters, rangeland managers, and fire management officers on a variety of problem areas and initiatives related to the effects of wildland fire on achieving ecosystem objectives, identifying the ecological role of fire as related to meeting management direction and objectives, determining the ecological risk of high intensity fire, and mitigating or eliminating unwanted ecological impacts and hazards of wildland fire. Develops standards and programs to ensure that fire management activities are consistent with ecosystem based management.

Serves as Regional point of contact for research on fire and ecosystem issues. Coordinates fire ecology training and technology transfer of fire ecology-related items at the local level.

Cooperates with regional, state, agency, and university specialists/researchers in developing and conducting studies concerning fire management and fire effects.

Provides scientific expertise, consultation, prediction, and interpretation of the role of fire in ecosystems and vegetative communities; the consequences of fire presence or exclusion; and the relationship of fire characteristics to fire effects on upland and riparian vegetation, wildlife, fisheries, watershed, soils, water, air, cultural values, and threatened, endangered, and sensitive species to Regional and Refuge staff. Extrapolates knowledge and applies it to systems and species for which research data are not available. Provides both area and site-specific guidance for identification and resolution of specific resource management concerns.

Provides or arranges for technical assistance to Refuges, coordinates the acquisition, storage, and reporting of fire effects information, serves as liaison at the regional level with other Federal and state agencies for fire effects monitoring programs. Deals with complex professional and technical problems relating to scientifically acceptable data collection and analysis methods, including coordinating the use of computer software programs to analyze and present data.

Functions as the primary liaison/contact between fire management and resource management specialists, and between fire management and land/resource management planners. Reviews CCPs for fire management issues/concerns for consistency with land management planning guidance and direction. Reviews Fire Management Plans for consistency with Land and Resource Management Plans.

Develops programs and provides training to field station staff throughout the Region in fire management aspects of land and resource management planning, specifically including wildland fire effects, the role of fire in managing ecosystems, habitat modifications and restoration, qualitative and quantitative assessments of fire risk to resources, and identification of resources at risk to wildland fire. Assists field station staff throughout the region in identifying the ecological priorities for restoration and protection based on ecosystem management objectives and other management direction.

Qualifications

Prior experience in wild land firefighting is required in order to carry out the duties of this position. You will not be considered for this position if you do not have prior wildland firefighting experience.

Note: The position is covered under the secondary/administrative category for special firefighter retirement provisions. You may meet qualification requirements but not be eligible for special retirement coverage. If you are not eligible for special retirement coverage, you will be placed in the regular retirement system.

Only experience and education obtained by 03/18/2022 will be considered.

In order to qualify for this position you must possess both the Basic Education Requirement and the Minimum Qualification - Specialized Experience

Basic Education Requirement:

Possess a Bachelor's or higher degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Minimum Qualification - Specialized Experience

Possess at least one year of specialized experience equivalent to the GS-11 level in the federal service for the following: applying the concepts, principles, and practices of fish and wildlife biology, conservation biology, and statistics to work programs and projects; serving as general advisor on issues related to conservation science including, but not limited to, wildlife population ecology, ecological statistics and other related areas; advising on the integration, standardization, and use of best available conservation science into management plans; and negotiating complex, controversial or sensitive issues of local scope.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

  1. Knowledge of research findings and technological advances in fire and fuels management sufficient to evaluate these developments and determine their applicability in fire management and in land/resource management operations.
  2. Highly developed communication skills, especially writing, negotiation, and public speaking to present complex findings and recommendations in a clear and logical manner, at times in a controversial environment, and to work with other agencies and communicate Service views.
  3. Ability to coordinate fire ecology training and technology transfer of fire ecology-related items at the local level.
  4. In-depth knowledge of the concepts, principles, and practices of professional resource management and/or fire ecology sufficient to serve as an expert in the field in the planning and implementation of fire management activities and in the assessment of the potential impacts of those activities on a wide variety of ecosystems.
  5. Working knowledge of computer software such as: spreadsheets, databases and word processors, as well as familiarity with fire related software.
  6. Familiarity with related disciplines such as wildlife habitat management, silviculture. range management, wildlife management, soil science, meteorology and climatology, air resource management. and hydrology, as well as sampling, analytical, and statistical methods, in order to apply National/Regional guidelines, criteria, policies, and procedures for the overall fire management program.
  7. Ability to provide technical support and assistance in the development of fire management plans and accompanying NEPA documents.
  8. Prior wildland firefighting experience and specialized training, in order to comprehend and apply fire management and fuels management strategies and tactics, to understand fire behavior so as to determine the consequences of proposed actions, and to apply knowledge of fire ecology, fire effects, and plant succession.
