Summary

The Equipment Manager provides functional management and leadership for the accounting and safeguarding of all NASA equipment accountable to Kennedy Space Center. The incumbent is responsible for implementation of an effective equipment management program. This position has signature authority to commit the government to loan agreements, transfers of equipment between Agencies, Commercial partners, and other NASA Centers, as delegated by the Center Director.

Duties

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Execute equipment management controls per NPR 4200.1, NASA Equipment Management, keep/maintain documents that support equipment management transactions in the NASA Property System and coordinate Central Receiving activities for property management.
  • Execute and manage changes in the NASA Property System and develop equipment management practices at the Center.
  • Plan and execute Centers physical inventory campaign. Generate monthly reconciliation reports and adjust equipment records in the NASA Property System appropriately. Document inventory campaign results and submit to stakeholders for review.
  • Perform equipment surveillance activities for civil servant and contractor employees with end user responsibility for equipment and provide surveillance outcome reports to applicable stakeholders.
  • Develop and deliver annual property training to Property Custodians and Equipment End Users. Advise Property Custodians in the performance of their equipment management duties.
  • Assist the Supply Equipment Management Officer, Survey Manager and Loan Manager in executing and managing property survey reports and property loans.
  • Assist the Supply Equipment Management Officer in reconciling equipment in request-for-excess status with the Property Disposal Officer.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

GS-12: To qualify at the GS-12 level, you must have one year of directly related specialized experience equivalent to the GS-11 level:

  • Developing, implementing, and monitoring personal property inventory for multiple customers using electronic systems for a large complex organization;
  • Executing property inventory and auditing processes;
  • Executing property transfer processes and forms between different contracts/companies.

GS-13: To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • Managing the development and implementation of a personal property inventory process for multiple customers using electronic systems for a large complex organization;
  • Managing property inventory and auditing processes;
  • Establishing and implementing new processes and process improvements for managing organization equipment/property.
