Duties

This position is located in the Office of the Chief of Staff, Strategic Project and Initiatives Directorate (SPI). SPI oversees the OIG’s strategic and annual plans; leads the development of top management challenges for the EPA and the CSB; and initiates projects to identify best OIG practices. 

Responsibilities
The ideal candidate will perform the following duties: 

  • Participate in the strategic planning initiatives of the OIG by creating guiding organizational principles, articulating the strategic areas of focus, and creating the long-term goals that guide the organization to create aligned goals and actions to achieve its vision of success.
  • Maintain continuous program communication throughout the respective OIG organizations.
  • Support the development of organization-wide goals structured to track progress toward the OIG vision and mission.
  • Use common program evaluation techniques to collect and analyze routine information for decision makers in support of mission accomplishment.
  • Assist in projects and studies to evaluate performance, progress, program status and trends in any functional area assigned against approved missions, schedules, goals, objectives, and measures of performance using standard techniques.

This is a Public Trust Position. Employment in this position requires a background investigation. You are applying under Delegated Examining and if selected under this authority, you will be required to serve a 1-year probationary period, even if you are a transfer from another federal agency. 

Qualifications

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying general experience must demonstrate the following:

GS-5: 1) Assist in analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; and 2) Assist with qualitative and quantitative analytical techniques; and 3) Skill in oral and written communications.

-OR-

Four-year course of study leading to a bachelor's degree in a related field of study.

Qualifying specialized experience must demonstrate the following:

GS-7: 1) Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; 2) Experience in the theory and principles of management and organization including administrative practices and procedures common to organizations; and 3) Perform the qualitative and quantitative analytical techniques. 

-OR- 

One year of graduate level education at an accredited college or university in a related field of study. 

-OR-

A combination of successfully completed bachelors level education and experience which meets the total qualification requirement for the GS-05 level.

GS-9: 1) Experience in management concepts, principles and techniques i.e. workload measurement, resourcing, management and systems analysis, and the full comprehension of budget formulation; 2) Experience executing agencies strategic missions, objectives and processes; 3) Perform evaluations and advise managers’ of internal controls in the organization, strategic planning, and management analysis; and 4) Experience communicating both orally and written.

Master's or equivalent graduate degree; 2 full years of progressively higher level graduate education leading to such a degree; LL.B. or J.D., if related

A combination of successfully completed graduate level education and experience which meets the total qualification requirement for the GS-07 level.
