This position is located in the Department of the Treasury, Office of the Procurement Executive. The Office of the Procurement Executive is led by the Department's Senior Procurement Executive and is responsible for overseeing the Department-wide acquisition function. The Office of the Procurement Executive develops Department-wide policy, ensures Departmental compliance with federal laws, regulations and policy, and identifies opportunities to improve the acquisition function.

Duties

Help

As a Procurement Analyst, you will perform difficult and complex assignments, often without precedence. The employee must be an innovator and analytical thinker, developing new procurement and teaming concepts to support development of strategic policy to address systemic acquisition issues and implement new procurement initiatives. The employee must employ teaming skills and behaviors to drive cooperation and change within and beyond the organization.

Duties of this position include:
- Analyze unusual acquisition issues; identifying and implementing novel or innovative courses of action.
- Develop training, guidance or briefing material for high-level agency contracting and acquisitions officers.
- Represent the department authoritatively on selected procurement issues internally and externally in high level venues.
- Support development and maintenance of a sound acquisition function, including support for government-wide procurement initiatives (e.g., sustainable acquisition), support for Department-wide acquisition policy development; and support for acquisition innovation efforts

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-14 level: To be qualified for this position, you must have at least one year of specialized experience equivalent to the GS-13 level. This experience is defined as:
- Advising senior leadership on procurement federal laws, regulations, and policy;
-Developing policy and guidance for enterprise-wide acquisition workforce;
-Managing highly complex, short duration projects directed at rapid problem solving and recommendation for senior level management; AND
-Implementing complex government-wide procurement initiatives at the organizational or Department level.

Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.

Education

Education Requirements: You must meet the basic education requirements outlined in A and B.

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

AND

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.


The training curriculum required for this position (referenced in section A above) is completion of FAC-C Level I and Level II mandatory courses. FAC-C Level III is preferred, but not required. If the applicant holds a valid/current Defense Acquisition Workforce Improvement Act (DAWIA) Level II or Level III certification, then the applicant meets the training requirement. ***FAC-C courses are listed below, DAWIA equivalents are also acceptable.
