Summary

Serves as the Mental Health Services Program Support Assistant (PSA) for the Mental Health Service (MHS) within the Canton Community Based Outpatient Clinic and is a key member of Veterans Affairs Ann Arbor Healthcare System MHS. In this capacity, he/she works with the Chief, MHS and the Administrative Officer (AO) for the MHS. Providing administrative, technical and management expertise for the MHS, MHS leadership and other staff members.

Help

- Manages and coordinates administrative functions and support to the professional, allied health, technical, secretarial and clerical staff to Mental Health Service, and, state and federal agencies, University of Michigan (UM) and affiliates.
- Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of program/section operation. Prepares reports, information, slides and correspondence including congressionals, memos, letters, EIL audits, study reports, monthly and quarterly reports, on-call schedules, conference protocols, etc, and places IFCAP orders as necessary to ensure section supplies are adequate.
- Performs work related to the acquisition and/or development of program information and resource materials/personnel to support policy development and /or technical activities of Mental Health Service.
- Monitors all aspects of the section and make recommendations to improve or modify methods used to improve quality of the section and to Mental Health Service.
- Performs secretarial duties such as, but not limited to, retrieving medical records, timekeeping, preparing travel arrangements, greeting patients and receiving telephone calls to the Section, maintaining files and publications and prepares documents to support Mental Health Service. Receives consults, reviews for type of action taken and schedules patient for procedures as necessary.
- In the performance of official duties, the employee has regular access to printed and electronic files containing sensitive data which must be protected under the provisions of the Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy, and DM&S policy. The employee is responsible for: 1) protecting data from unauthorized release or from loss, alteration, or unauthorized deletion, and 2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc., as set out in the computer access agreement which the employee signs.
- Performs other duties as assigned to support the administrative/secretarial/clerical function of Mental Health Service.
- Assumes responsibility for becoming functionally and technically literate in the use of computer software, i.e. VISTA to include e-mail, time and leave requests and ASISTS software, Word, PowerPoint, Excel, and CPRS.
- Interaction with supervisors, co-workers, and medical center staff, other government agencies and public offices are consistently courteous and cooperative in nature. He/she positively contributes to the effective operation of their work unit.
- Visitors to the work unit and telephone inquiries are handled courteously, competently. Information provided, message taken and referrals given are accurate and timely and to the maximum extent possible accomplished without supervisory involvement.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/15/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment; AND You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Examples of specialized experience would include: Timekeeping, accurately maintaining time cards, overtime/compensatory authorizations and leave records, maintaining employee records, six-part employee files, preparing monthly meetings for staff, and chief of the department and performs duties as a control point clerk. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, or carrying of light items (medical records, computing devices, manuals, papers, books, small parts). The work requires manual dexterity for computer data entry, office machine operation and filing. However, in general, the work does not require unusual physical demands. The work does require emotional stability to resolve crisis situations

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
