The Deputy Chief of Research Security and Strategy, a member of the team in the Office of the Director (OD), assists the Chief of Research Security and Strategy (CRSSP) in the formulation of the agency’s goals, objectives, and priorities with respect to research security. He/she works with the CRSSP to advise the Director on all aspects of research security, including proposer disclosure, malign foreign government talent programs, research infrastructure, and cybersecurity.  The Deputy CRSSP will help establish and maintain the appropriate balance that protects intellectual property and pre-publication information while sustaining an open scientific research environment.  The successful candidate will interact with other federal and state agencies and the research community and will implement the policies and practices necessary for maintaining the security of fundamental and use-inspired research in the NSF context.  The Deputy CRSSP serves as a standing member of the NSF Research Security and Strategy Policy Group, chairs that group’s subcommittee on International Collaboration on major facilities, and (as needed and directed by the CRSSP) represents NSF on federal interagency groups.  The Deputy CRSSP works with the NSF Policy Office and Office of the General Counsel in development and execution of implementation plans for new research security requirements, balancing the minimization of administrative burden while establishing necessary protections for the research enterprise.  He/she will work with the CRSSP to fulfill all reporting requirements to the Director, the National Science Board, Congress, and the White House.  The incumbent will need to consistently exercise independent judgment and discretion in matters of significance. In addition, the Deputy CRSSP will participate in efforts to establish appropriate processes that safeguard the activities of the new Technology, Innovation, and Partnerships directorate.

Qualifications

It is preferred that candidates have a doctorate degree in a scientific field and a minimum of 5 years of experience in a science or technology-focused government agency or non-government research organization.

Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits, and life insurance) are applicable.

You will need to successfully complete a background security investigation before you can be appointed to this position.

2. Broad understanding of universities and other institutions of higher education, including large non-profit consortia, where STEM research is conducted in international collaborations, including knowledge of principles related to conflicts of interest and conflicts of commitment.

3. Skill in changing and balancing complex and diverse program demands to deliver research capabilities while fulfilling requirements associated with appropriate expenditure of taxpayer funds

4. Experience in working in the establishment of consensus among broad and diverse organizations, either among federal agencies or between federal agencies and external research institutions.
