Duties

Help
  • Serves as the Field Manager for the Bishop Field Office. Responsible for overall program direction, execution, and review of all activities within the Field Office.
  • Interprets Departmental and Bureau policy and directives as they affect Field Office planning and programs.
  • Coordinates land and resource planning and management with representatives of other agencies, Tribal, Federal, State, and local governments, the general public, and with private landholders.
  • Develops, implements, and manages a program of conservation and management of land and resource programs including long- and short-term planning.
  • Directs administrative activities in support of operational programs entailing a responsibility for ensuring a sound organization of the most effective and efficient utilization of personnel, equipment, material, and financial records.
  • Responsible for the technical and administrative supervision of a large and complex staff.
  • Responsible for planning, organizing, implementing and evaluating a broad array of complex resource management programs requiring intensive multiple-use management and protection of a variety of resources.
  • Manages energy and mineral programs including renewable energy and oil and gas; designated wilderness; range management; realty; and wildlife habitat.
  • Manages outdoor recreation programs; archeological and paleontological; soil, water, and air; fire pre-suppression and suppression; off-road vehicle use; and program and support services.

Qualifications

GS-13: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Supervision and/or management experience in a natural resource management agency; managing public lands for multiple use, to include energy and minerals, renewable energy, oil and gas, range management, realty, wildlife habitat, outdoor recreation, archeological and paleontological, soil, water, and air, and fire management; resolving complex and controversial land issues; experience operating natural resource management programs within budgetary limitations; and providing and performing personnel management principles and techniques, including supervision, evaluation, motivation, discipline, planning, and organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.

Travel, per diem, and lodging expenses will be paid consistent with the Federal Travel Regulations.
