Duties

Help
  • As an Security Specialist, GS-0080-14 FPL 14; your typical duties may include the following:
  • Independently analyzes requirements and plans, advises, operates and evaluates the special security policies, procedures, standards, training, and facilities required for protecting Sensitive Compartmented Information (SCI).
  • Provides technical supervision and oversight of SCI Facility (SCIF) Management.
  • Conducts security studies, prepares, and recommends policy and position papers related to personnel and information security program.
  • Plans and implements personnel security information and retrieve SCI billet rosters for determining eligibilities. Provides technical oversight of work assignments and identifies developmental training needs.
  • Directs SCI operations for all DoD OIG components and employees who have collateral responsibility for aspects of this program.
  • Provides technical advice to action officers and serves as the final technical authority.

  • Position has been designated as TS/SCI Security designation level such as Special Sensitive. Incumbent is required to obtain and maintain a TS/SCI security clearance.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • You may be required to serve a one-year supervisory probationary period.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.

Specialized Experience:
You must have at least 52 weeks of specialized experience at the GS-13 level in the federal service or at an equivalent level. Specialized experience is defined as: 1) Performs oversight reviews of program implementation and practices. 2) Develops policies and procedures related to (SCI) security program. 3) Coordinates and communicates security operations and sensitive compartmented information programs. 4) Uses fact-finding techniques to analyze and evaluate the effectiveness of (SCI) security program operation. 5) Provides expert advice on various security methods and procedures to improve program operations. 6) Effectively presents clear and concise information in writing and orally on new local policies and guidelines. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experienceat the GS-14 grade level.
