Summary

The position is located in the USDA's Center for Nutrition Policy and Promotion (CNPP). This position directs the Nutrition Education and Innovation Division to develop marketing and promotional efforts based on the Dietary Guidelines for Americans and MyPlate to help Americans make healthier food choices, through products such as digital tools, websites, recipes and menus, social media campaigns and partnerships to reach the American public, including historically underserved populations.

Duties

Help
  • Provides guidance, leadership, and oversight to a Division of the CNPP. Has responsibility for the work assigned, performed, and produced within the assigned staff.
  • Supervises a Division within the USDA Center for Nutrition Policy and Promotion that has responsibility for producing marketing and communications campaigns, strategies, and educational tools.
  • Explain policy-relevant findings from complex research and answer questions to ensure clear understanding of the implications of the findings.
  • Coordinate program/service efforts with other units and officials in the Agency, other agencies within the Department, other departments, the food industry, public/private partners, and other groups.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

To qualify for the GS-15 applicants must possess one year of specialized experience equivalent to the GS-14 in the Federal and or Public Service. Specialized experience is defined as:

1) Leading and motivating a multi-disciplinary staff and assigning their work/projects;
2) Directing public health marketing initiatives and campaigns aimed at educating Americans to make healthier food choices; and
3) Forming public and private partnerships to extend the reach and impact of public health messages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
