Duties

Help
  • Serves under a Program Director or Project Manager and is responsible for performing broad and complex assignments in any matters relating to the development, improvement, evaluation, accomplishment, and use of audits performed on behalf of the DoD.
  • Interprets DoD audit policies and other standards, providing for consistent application throughout all DoD audit organizations, including the DCAA with over 4,000 auditors, the Military Department Audit Agencies with up 800 auditors, and non-Federal
  • Interprets DoD audit policies and other standards, providing consistent application throughout the DoD audit organizations, including the DCAA with over 4,000 auditors, Military Department Agencies with up to 800 auditors, and non-Federal auditors.
  • Develops, reviews, and revises DoD directives, instructions, manuals and such other guidance as necessary relating to DoD audit organizations, and contracting officer actions on DoD audit reports.
  • Represents EVAL and the DoD OIG in dealings with DoD senior officials, the Government Accountability Office, and other Government agencies and outside organizations with respect to audit matters in assigned areas of responsibilities.
  • Performs oversight of DoD and non-Federal auditors engaged in providing audit services on behalf of the DoD. Plans and coordinates the oversight effort, and independently prepares reports on the results, including well-reasoned recommendations.
  • Reviews management responses to determine whether or not corrective actions taken or proposed by management is adequate. Also evaluates management non-concurrences and ensures that the DIG EVAL position is defensible.

  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Basic Requirements

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

or

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This
can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with 3 successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience is defined as the ability to apply auditing concepts and methodologies, plans and carries out assignments assigned in order to develop new methods and techniques for acquiring information, and data analysis. Possesses knowledge of the laws; executive orders; regulations, service directives, and instructions governing audits and evaluations. Ability to write clear and concise evaluation audit products, and deliver written and/or verbal presentations to senior level audiences for decision-making purposes.

Time in Grade:
For entry at the GS-12 level,
you must have 52 weeks of specialized experience at the GS-11 grade level:

Specialized Experience is defined as the ability to develop project plans, execute plans, gather and analyze data, develop recommendations and corrective action, and work with clients reviewed and other project stakeholders and participants within Audit Oversight. Applies auditing concepts and methodologies, plans and carries out assignments assigned in order to develop new methods and techniques for acquiring information, and data analysis. Possesses knowledge of the laws; executive orders; regulations, Service directives, and instructions governing audits and evaluations developed and carried out at all levels. Ability to write clear and concise evaluations, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Individually or as a team member creates draft memoranda, staff working papers, briefings, and final reports for leadership approval. Develops and presents audit findings, conclusions, and recommendations to Leadership.

Time in Grade:
For entry at the GS-13 level,
you must have 52 weeks of specialized experience at the GS-12 grade level:
Specialized Experience is defined as the ability to develop project plans, execute plans, gather and analyze data, develop recommendations and corrective action, and work with clients reviewed and other project stakeholders and participants within evaluations and audit oversight. Applies auditing concepts and methodologies, plans and carries out assignments assigned in order to develop new methods and techniques for acquiring information, and data analysis. Skilled in audit preparations direct and advise in the execution of complex and comprehensive audits. Possesses knowledge of the laws; executive orders; regulations, Service directives, and instructions governing audit and evaluation complementary programs developed and carried out at all levels. Ability to write clear and concise audits and evaluations, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Individually or as a team member creates draft memoranda, staff working papers, briefings, and final reports for leadership approval or reviews those prepared by other team members. Develops and presents audit findings, conclusions, and recommendations to Leadership.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

Substitution of Education for Specialized Experience:

GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
OR
Combination of Experience and Education: an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.)

There is no substitution of education for the qualifying experienceat the GS-12/13 grade level.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
