PLEASE NOTE: This is not a full-time remote position. Our telework policy requires employees to be in the office twice per pay period (pay period equals two weeks).

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-07/09. The salary range for this position is $49,738.00 - $79,093.00. The salary figures INCLUDE locality pay.

This is the trainee level of auditing. Work assignments are selected to provide training in the analytical evaluative aspects of the work and in the appropriate use of such methods and techniques as qualitative and quantitative analysis. The training emphasizes developing an understanding of the relationships of the concepts underlying the specialty area. It is directed toward the recognition of incipient needs or problems and the identification, analysis, and solution of problems. Assignments are pre-selected to combine performance of productive work with supervised on- the-job training in both the judgmental and methodological aspects of the work. While participating as a member of an audit team, trainee progressively contributes more value to assigned audit projects as knowledge, skills, and abilities develop.The GS-9 level is distinguished from the GS-07 level by the ability to work independently to complete assignments of average difficulty. The employee may participate in more complex studies and projects designed to develop broader expertise.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL the minimum qualifications listed below.

  • Bachelor's degree from an accredited college or university (must submit transcripts to be eligible).
  • To qualify for the GS-09 equivalent, you must have a Master's degree from an accredited college or university OR one (1) or more years of experience conducting financial, program and/or performance audits. (Your resume must reflect where, when, and how you gained this experience.)
Please Note:
  • To qualify for the Auditor (0511) position the degree program must also have included or been supplemented by 24 semester hours in accounting: OR a combination of education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. This must also include one of the following: (1) 24 semester hours in accounting or auditing courses of appropriate type and quality; (2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or (3) completion of the requirements for a degree that included substantial course work in accounting or auditing.


DESIRABLE QUALIFICATIONS
  • Knowledge of OIG and Postal Service Data Systems
  • Familiar with Yellow Book standards and creating audit work papers.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Knowledge of auditing standards generally accepted accounting and auditing principles, auditing concepts, methodologies, procedures, data analytical techniques, and internal control reviews.
  • Basic, general knowledge of agency programs and their governing statutes, regulations, and practices sufficient to perform audit assignments using generally accepted Government auditing methods and techniques.
  • Strong interpersonal skills with the ability to communicate effectively both verbally and in writing.
  • Ability to work independently on routine or continuing assignments.

Substitution of Education for Specialized Experience:
Successful candidate may qualify for GS-9 equivalent level if they meet the requirements above and have a Master's degree in accounting or related field.
