Duties

Help
  • Plan work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work.
  • Manage the OPM Headquarters Continuity and Occupant Emergency Programs.
  • Represents OPM at government-wide meetings, committees, and groups to discuss the latest threats, threat levels, emergency issues, status of threat advisory systems, networking communication systems, counter terrorism plans, etc.
  • Coordinate with OPM offices and divisions for the development of office specific implementation plans for these programs.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

Qualifications

For the GS 14: You must have one year (52 weeks) specialized experience at the next lower grade level (GS-13) or equivalent in the Federal Service (or equivalent) which includes: Establish, design, implement, test, modify, maintain, and direct the nationwide occupant and continuity programs. Prepare emergency response programs, including the Continuity of Operations Program (COOP), Occupant Emergency Program (OEP), and additional programs relevant to Federal Mission Resilience (FMR). Oversee Situation Room, 24-hour, 7 days per week operations center continuously providing situational awareness regarding events affecting the operating status of the Federal government. serve as a technical authority on Homeland Security and National Security programs. Serve as agency's point of contact with other Federal agencies and in government-wide meetings and committees on emergency planning, national security, and continuity issues. (Note: your resume must fully support this response otherwise you will not be rated qualified.)

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
