Summary

This position is located in Legislative Affairs Section, Consumer Financial Protection Bureau, Consumer Education and External Affairs (CEEA) Division. The incumbent serves as a liaison with and resource for Congressional offices on behalf of the CFPB, and provides research, writing, advice, and other support to the Staff Director for Legislative Affairs, the Deputy Assistant Director for Legislative Affairs, and the Senior Congressional Liaisons.

Duties

Help

The following are the duties of this position at the CN-52, broadly equivalent to the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Leads some of the Legislative Affairs outreach efforts to congressional offices, including state and district-based offices and Congressional caseworkers. Works closely with the Staff Director for Legislative Affairs, Deputy Director, and Senior Congressional Liaisons, senior Bureau staff in other offices and divisions, and Congressional oversight committees to plan briefings, meetings, and events involving Members of Congress, Congressional staff, and their constituents to increase their understanding of the CFPB's work and mission and to inform Congressional offices about CFPB resources that may be of assistance to their constituents;
  • Participates in planning and preparing for Congressional hearings, meetings, briefings, and other external CFPB events involving Members of Congress and staff and their constituents, to increase the understanding of Members of Congress, Congressional staff, and their constituents about the CFPB's work and mission;
  • Drafts written materials, including briefing or issue papers, memoranda, reports, newsletters, correspondence, and other materials for the purpose of Congressional engagement, briefings, events, meetings, speeches, and hearings. Disseminates according to written procedures or identifies alternative procedures with guidance from the Staff Director for Legislative Affairs or Senior Congressional Liaisons in the Legislative Affairs Section;
  • Prepares summaries of feedback from Members of Congress and Congressional staff to inform the Staff Director for Legislative Affairs and Senior Congressional Liaisons, and senior CFPB staff, about inquiries and requests that come in from Congressional offices and solicits information from senior staff about the Bureau's work to be shared with Congressional offices.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

To qualify at the CN-52, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-51 grade level in the Federal service. (For qualification purposes, the CN-51 is broadly equivalent to the GS-11). Specialized experience for this position is defined as experience:
  • Coordinating legislative outreach efforts of an organization; AND
  • Participating in planning and preparing for Congressional hearings, meetings and briefings; AND
  • Drafting written materials, such as briefing or issue papers, memoranda, reports, newsletters, correspondence, and other materials for the purpose of Congressional engagement, briefings, events, meetings, speeches, and hearings.
To qualify at the CN-51, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-40 grade level in the Federal service. (For qualification purposes, the CN-40 is broadly equivalent to the GS-9). Specialized experience for this position is defined as experience:
  • Participating in legislative outreach efforts of an organization; AND
  • Assisting in planning and preparing for Congressional hearings, meetings and briefings; AND
  • Drafting written materials, such as briefing or issue papers, memoranda, reports, newsletters, correspondence, and other materials for the purpose of Congressional engagement, briefings, events, meetings, speeches, and hearings.
-OR- For the CN 51 level you may substitute education for specialized experience as follows: You must have a doctoral degree or three full years of progressively higher-level graduate education leading to such degree from an accredited college or university; and qualifying education must be in a field of study directly related to the duties of this position and must demonstrate possession of the knowledge, skills and abilities required above.

In order to substitute education for specialized experience, you MUST submit a copy of your transcripts or equivalent.

A new hire's direct and overall experience are critical factors in determining a salary offer, it is important that your resume fully reflects all of your work experience. The Consumer Financial Protection Bureau determines the salary offer for each selectee based primarily on three key factors:

  • The selectee's directly related experience at the same level as the position.
  • The selectee's overall experience in a particular industry or area.
  • The salaries of other Bureau employees in similar positions and with similar levels of experience.

We also take the selectee's skill set into account. Applicants should note that salary offers seldom fall near the upper end of the salary range as listed in this vacancy announcement. Salary may be set from the minimum of the salary range to the midpoint of the salary range. In some instances, based on a selectee's extensive experience directly related to the position, salary may be set at or above the mid-point up to the maximum salary for that band level. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. CONDITIONS OF EMPLOYMENT:
