Conducts all program management activities independently with little-to-no oversight of the division chief.

Formulates policy and programming guidance for the Section. Analyzes, designs, implements, and evaluates research, analysis, and translation projects performed by project team members on domestic and foreign topics. Establishes program objectives for the Section and units of measure for determining when objectives have been met. Drafts guidance and direction regarding program management and reporting. Plans and implements a comprehensive evaluation system for the review and analysis of proposed costs, program development, and performance within the Section. Manages short and long range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs.

Conceptualizes new approaches suited to a wide variety of Federal client agency requirements. Coordinates with the division chief, other section heads, and project managers. Resolves or recommends solutions for critical problems related to acquisition and research and analysis areas that are central to the mission of the organization. Develops major new services or significant methodological enhancements to provide better services to Federal agency clients. Provides expert advice and guidance concerning availability and acquisition of information in complex subject matter areas, including all types of resources.

Supervises a group of employees performing work up to the GS-13 level. Supervises the work of performing research, analysis, and technical information development. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers’ performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority
delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Serves as an expert in the organization, development, and implementation of multiple research programs and projects. Administers programs and projects assigned to the Section. Serves as a project leader, team leader, or chairperson for working groups, task forces, committees, and other such forums, which have been assigned responsibility for specific research, analytical, and translation projects or tasks. Directs the work of assigned staff and, when necessary, personally assumes supervision of work groups within the Section to undertake special assignments. Coordinates the details involved in special projects of lasting importance. Organizes and develops projects utilizing critical judgment to determine scope, emphasis, approach, appropriate techniques, and manner of presentation. Develops quality control standards or protocols applicable to a fee-based research function. Participates in day-to-day and long-range operational planning work for the Section, including formulating goals and objectives and identifying opportunities for improvements in methods and procedures.

Draws upon expert and authoritative knowledge of collections, resources and other experts in the field of inquiry in assembling highly complex reports and research papers for use by government officials. Plans and writes content, scope, and emphasis of studies and research results. Defines and provides a framework for research activities, priorities, programs, and resources.

Although the Library of Congress is not covered by the nationwide injunction against the federal government vaccine requirement, the Library of Congress has decided it will not enforce its vaccine requirement at this time. Therefore, to the extent a Library of Congress job announcement includes the requirement that applicants must be fully vaccinated against COVID-19, that requirement does not currently apply. The Library of Congress continues to require information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine. Library employees who are not vaccinated will be required to undergo testing for COVID-19 every seven days. 

Upon request, employees must provide proof of vaccination to the Health Services Division.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to provide program management, evaluation, and oversight in program topic areas such as Law & Criminal Justice and Science & Technology.**

Ability to supervise and lead a diverse workforce.**

Ability to plan, organize, and coordinate projects and programs with national reach.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
