This position is located in the Office of Investigations (OI), NSF Office of Inspector General (OIG). The OIG is recruiting a Supervisory Attorney to manage a staff of Investigative Attorneys; serve as a member of the management team of the Assistant Inspector General for Investigations; resolve difficult legal and factual issues; participate in policy-making determinations that affect OIG operations, the Foundation, and members of the public; and represent OI and OIG during interactions with agency officials, officials and attorneys at other agencies, legislative aides, and members of the public.   

The OIG is an independent organization with law enforcement authority under the Inspector General Act of 1978, as amended and conducts independent and objective audits, investigations, and other reviews to support NSF in its mission.  OI provides leadership, coordination, and recommendations for policies to ensure economy, efficiency, and effectiveness and integrity in the administration of NSF programs and operations. OI is responsible for prevention and detection of fraud, waste, and abuse and for prevention, detection, and investigation of misconduct in science. Within the OIG, the OI is responsible for conducting investigations and completing special projects and proactive investigative reviews related to NSF programs and operations.

The Supervisory Attorney-Advisor performs the following duties:
  • Serves as a member of the management team reporting to the Assistant Inspector General for Investigations.
  • Supervises a team of investigative attorneys and other investigative staff who, along with criminal investigators and investigative scientists, independently plan, organize, and conduct extremely difficult and complex investigations of alleged or suspected violations of federal criminal and civil laws and administrative regulations.
  • Conducts legal analyses and provides assistance in the conduct of special projects, multi-disciplinary reviews, outreach, and other investigative and analytical efforts.
  • May serve as investigative attorney or case lead for specific investigations.
  • Plans, implements, and guides national investigative programs.
  • Develops policies, criteria, and procedures to resolve complex investigations and complete special projects.
  • Develops and implements training strategies to implement new policies, criteria, and procedures.
  • Prepares and presents lectures at training sessions on federal criminal, civil, and administrative procedures and policies.
  • May testify or supervise others who will testify before grand juries, courts and administrative hearings on investigative results.
  • Evaluates specific situations on the basis of current law, specific court decisions, and policy to determine appropriate investigative techniques.
  • May conduct and will supervise those who conduct face-to-face and telephonic interviews to obtain information.
  • May serve as a Special Assistant United States Attorney (SAUSA) or supervise others who serve as SAUSAs.
  • Prepares or supervises others in the preparation of comprehensive and cohesive investigative reports.
  • Recommends appropriate corrective measures, policy changes, and new techniques.
  • Assists the OI managers in planning, developing, and implementing management goals.

Qualifications

All candidates must meet the following basic requirement:

* Have graduated from an accredited law school with an LL.B., J.D. or equivalent;
* Be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia.

Experience: In addition to the requirements above, applicants for the GS-15 or equivalent Attorney positions must also have five years of professional legal experience in the area of federal and civil law acquired after being admitted to the bar and two years of management experience.


In addition to meeting the basic requirement described above candidates must have the following specialized experience: one year of experience equivalent to the GS-14 level in the federal service, that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position including experience serving as an attorney providing legal advice and assistance to an Inspector General, or an equivalent client in two or more of the following areas:

(1) conduct of investigations and management functions;
(2) legal analysis of criminal, civil, and administrative procedure and investigations/prosecutions/settlements;
(3) legal analysis of public corporations;
(4) supervision of investigative attorneys and other support staff while conducting investigations and/or prosecuting violations of criminal and civil laws;
(6) conduct presentations to and investigations under Assistant U.S. Attorneys, including preparation of evidence for trials;
(7) management of and/or assistance to other investigative attorneys or investigators in planning investigations; and
(8) other matters relevant to an Inspector General's mission to conduct, supervise, and coordinate investigations.

The experience may have been gained in either the public or private sector. Years of experience refers to full-time work; part-time work is considered on a prorated basis.
