As an IT Program Manager (Applications Software), you will:

  • Serve as IT Program Manager (Senior Product Owner (SPO)) who will direct, manage, and oversee the NextGen Product Owners responsible for the creation of innovative technology, products, and platform.
  • Manage the day-to-day execution of all Product Owner activities for the purpose of meeting the product and business goals.
  • Provide feedback to the respective Product Owners to facilitate process adjustments. Develop and mentor the team of existing Product Owners to continuously refine a synchronized vision for each product.
  • Ensure that there is a consistent and unified understanding of the vision across the enterprise. Work includes definition of the overall portfolio of products or product suite vision, and strategy of what is to be built to ensure a synchronized outcome.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:

Specialized Experience for the GS-15 level: you must have one year of specialized experience equivalent to the GS-14 grade level in the Federal service that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

- Leading, coaching, formulating and conveying a strategic vision of product or product portfolio to internal and external stakeholders; AND
- Experience utilizing Agile Frameworks, Lifecycle management and development/security operations (DEVSECOPS); AND
- Experience building and managing a product and program roadmap from definition of features to prioritization of capabilities and opportunities to create business value.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

CONDITIONS OF EMPLOYMENT:
