The primary purpose of this position is to exercise financial and program management oversight for the OO-ALC Electronics Maintenance Group, 525th Kadena Air Force Base, Okinawa, Japan. The position is responsible for performing all financial and resource management related functions in support of the organization leadership to accomplish its mission requirements.

Duties

Help
  • Performs financial programming and budget formulation work involving preparation of detailed analysis and estimates of funding needs for one or more future budget years.
  • Prepares and/or assembles information in support of formal presentations of budgets and requests and reviews before OMB and/or Congressional committees.
  • Provides financial program and advisory service related to complex financial issues; assessments of implementing decision, and develops programs. Recommends procedural changes designed to streamline financial management.
  • Provides financial management technical assistance and resource advisory support to the staff in an integrated planning, programming, budgeting, execution and closeout program for financial resources.
  • Evaluates and advises senior leadership on pending and current Congressional, OMB, DOD, USAF and Comptroller General decision and recommends courses of action.
  • Conducts financial and cost reviews to determine resource requirements based on actual and forecast workload. Assists and advises senior leadership in formulating adequate control to maintain efficient and effective utilization of resources.
  • Conducts special studies requested by leadership to provide guidance, direction or action on established policies, procedures, regulations, or directives.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include performing financial programming and budget formulation work involving preparation of detailed analysis and estimates of funding needs for one or more future budget years. Analyzes budgetary relationships and develops appropriate recommendations to accommodate actions under conditions of short and rapidly changing program and budgetary deadlines. Provides financial program and advisory service related to complex financial issues; assessments of implementing decision, and develops programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of structure, programs and work methods of organization(s) for financial management work activities.
  2. Knowledge of the commonly used agency budget and financial procedures, regulations, precedents, policies, and guides.
  3. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines, and regulations.
  4. Ability to communicate clearly and effectively, both orally and in writing. Knowledge of DOD/AF budget and financial system(s) applicable to organization.
  5. Ability to develop new methods and techniques of budgeting applicable to the forecasting of long range funding needs.
  6. Ability to gather, assemble, and analyze data to prepare financial cost estimates, develop alternatives and finding requirements, and make recommendations to resolve financial/funding problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
