• Provides expert level advice in the area of data mining and predictive analytics ensuring best practices for content accessibility and usability.

• Serves as an advisor to senior leadership providing authoritative advice and guidance on problems, accepted methods, recommendations and decisions on the strategies to advance the OIG’s data analytics program.

• Collaborates with executives, OIG component leadership, and coordinates with FDIC personnel and other stakeholders to understand their needs and to create effective reports driving decision-making and business transformation.

• Collaborates with the OIG Director of Information Technology, Office of Management, and General Counsel to ensure OIG-wide data efforts adhere to the Privacy Act; ensuring full analysis of privacy, confidentiality, and security issues.

• Plans, directs and implements data governance consisting of policy and standards, data quality, risk management, and the clearance process as part of the Paperwork Reduction Act.

• Serves as a partner across the management team to help develop and execute the OIG’s long-range strategic plans and programs through data analytics. Builds coalitions across the OIG offices, FDIC division/offices, and external partners for key data management activities.

• Improves how OIG collects, uses, manages, and publishes data. Increases the effectiveness and efficiency in managing data, analyzing the value of the data already available, and collaborating across the OIG and FDIC to share data. Ensures data is available, reliable, consistent, accessible, secure, and  timely to support the mission and activities of the OIG.

• Develops and implements a data services strategy to maximize use of OIG data for internal users, including data warehouses, data sets, business intelligence tools, and staff training in coordination with the OIG Director of Information Technology.

• Designs, develops, and deploys data-driven predictive models to solve problems and answer questions for OIG leadership and component clients using technologies in data mining, statistical modeling, analytics platforms, and business intelligence.

• Presents the analytic findings to the organization through understandable reports and visualizations.

• Assesses new technologies as related to solving business problems, including conducting proof of concepts to assess quality, functionality and the ability to meet OIG needs, both current and future.

• Develops and deploys deploy enterprise data and analytics platforms such as Data Ingest/ETL/ELT; Data Warehouse/ODS; Data Marts; Data Modeling; Data Profiling; Data Quality; Data Lake; Data Provisioning Services; Data Virtualization; Data Visualization Tools; BI/Reporting Tools and Self-Service; Metadata Management Capabilities; Data Catalog and Master Data Management.

• Identifies and analyzes data and information from multiple sources, internal and external to the FDIC, to facilitate and support investigations of fraud, waste and abuse; audits, evaluations and reviews of program efficiency and effectiveness; contributing to outcomes and the accomplishment of agency mission requirements.

• Applies algorithms and modeling tools to a variety of data assets and develops critical solutions for multiple areas of the business.

• Performs data analyses, including classical statistics, spatial statistics, optimization, Bayesian statistics, and simulation modeling.

• Performs data discovery, data mining, predictive modeling, simulation and visualization to further enhance insights and drive decisions based on OIG data and other data relevant to the OIG mission.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Basic Requirement for 1560 Series:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

In addition to the Basic Requirements, the applicant must have the following specialized experience:

To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 14 grade level or above in the Federal service.  Specialized experience is defined as utilizing various predictive forecasting models to identify future trends; developing resource capacity planning models and tools; collecting, analyzing, and using data to determine the effectiveness and efficiency of projects, policies and programs.

  • Skill in applying advanced data use, mining and predictive analytics principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency.

  • Knowledge of data mining, data discovery, data analytics, predictive modeling, simulation or visualization skilled in analytics software.

  • Knowledge of relational databases and analysis tools, storage, and software and associated infrastructure to provide solutions for identified OIG management data needs.
