The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Portfolio Management Specialist, you will:

  • Serve as an asset manager for complex property portfolios for agency-owned and/or leased assets for a region, act as a liaison, advisor, and representative on sensitive and complex issues, and provide expert advisory assistance developing solutions to complex Property Management problems. Skillfully negotiates with Public Housing Authorities (PHAs) in agreements and arrangements for recovery and sustainability in maintaining viability of troubled properties.
  • Serve as an expert in problem identification and resolution, which requires collaboration with internal and external stakeholders and subject matter experts. Apply an extensive knowledge of management concepts, principles, methods and practices, i.e., HUD statutes and regulations, handbooks, commercial and real estate principles and practices and property management practices. The position requires a broad background and experience in various functions as delineated below; a full and in-depth understanding of HUD Asset Management procedures and guidelines, and government contracting processes.
  • Ensure completion of Capital Fund Grant Program processing and oversight of the condition of the property with Physical Needs Assessments, Annual Plans, 5-year Capital Fund plans, units, and the proper use and coordination of release of funding, including Energy Performance Contracts, utility analysis, etc.
  • Evaluate the progress of social services programs and make recommendations for improving program performance. Work with management and communities to assist in facilitating the development of such things as community learning centers and provide support for such tenant initiatives as crime control, clean-up days, day care availability, etc.
  • Analyze complex financial statement data and reports to determine overall status for key agency programs. Analyze all financial statements and project operations to assess current financial and physical strengths and weaknesses, and to identify unauthorized expenditures of funds, adequacy of reserves, and insufficient working capital and cash flow.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Oversight and Management of a Program Portfolio.; AND
-Managing and working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND
-Analyzing data of programs and operations and making recommendations to improve efficiency and effectiveness.


Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
-Managing a Program Portfolio.; AND
-Working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND
-Identifying and analyzing situations and making recommendations to resolve problems or improve processes.; AND
-Communicating specific mission goals, needs, or problems with internal and external stakeholders.


Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes:
-Assisting in managing a Program Portfolio.; AND
-Reviewing and analyzing policies and procedures and making recommendations for improvements.; AND
-Communicating specific mission goals, needs, or problems with internal and external stakeholders.


OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related

OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. A combination of education and experience. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience.

Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
For the GS-11 you must have been at the GS-09 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
