Duties

Help
  • Formulates, develops and coordinates significant policy, procedures and guidelines pertaining to the most complex or critical aspects of the Department's debarment and suspension program.
  • Provides authoritative advice on the application of policies and regulations, information collection, reporting and analyses processes and practices.
  • Serves as a recognized authority in the development and implementation of the Department of State's debarment and suspension program regarding acquisition and Federal assistance programs.
  • Serves as the primary Departmental senior point of contact for prevention of fraud, waste and abuse associated with procurement and non-procurement actions.
  • Analyzes the results of Bureau and Office acquisition, financial assistance programs to determine efficiency and effectiveness, best practices, and areas for systematic improvement or individual Bureau and Office weaknesses.
  • Represents the Department on Federal government-wide councils and committees to develop and establish Federal policy, and secure the necessary coordination and cooperation with the General Services Administration, OMB and other appropriate agencies.

  • Must be able to obtain and maintain a Top Secret security clearance.

  • This is a supervisory position.
  • New supervisors must successfully complete a 1 year probationary period.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience developing policies and procedures pertaining to debarment and suspension programs.

Experience providing technical guidance, advice, direction and analysis on acquisition and debarment and suspension matters to senior management.

Experience evaluating and developing facts relative to debarment and suspension and preparing documented reports of findings.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

Qualified candidates are assigned a score between 70 and 100.
