Duties

Help

The Deputy Vice President serves as the principal assistant, key technical advisor and authority for the Vice President, Congressional and Public Affairs, on all public affairs, communication, external affairs and congressional affairs matters and is responsible for providing direction and coordination across organizational lines as well as acting as a spokesperson for the Corporation. The successful candidate in this role will also be directly responsible for providing leadership direction and coordination for MCC's international communications portfolio. The DVP also:

  • assists in directing, coordinating and executing Department projects and policy initiatives and, under delegated authority, exercises various functions of the Vice President.
  • supports public affairs and congressional liaison programs and operations to effectively present issues and facts affecting MCC's mission to key Members of Congress, the general public, other Federal agencies, the news media and key stakeholders, including the private sector, NGOs, advocacy groups, think tanks, foundations and other donors.
  • evaluates current and proposed programs and operations, and recommends actions to initiate, modify or discontinue projects.
  • performs special assignments or projects for senior MCC officials requiring utmost confidence and discretion on critical problems or areas having broad impact on MCC's relationship with Members of Congress, congressional staff, and external stakeholders as appropriate.
  • supports staff efforts of all department functions, including communications, press, social media, speechwriting, publications, design, website management, external affairs, and congressional and legislative work of the Corporation.
  • participates in internal committees and task forces. Represents the Corporation at select interagency and external meetings.
  • plans, designs and executes the development of Corporation-wide and Department-wide guidance and policies, programs and procedures governing external dissemination of information regarding agency decisions or actions.
  • performs administrative and human resource management functions for staff; ensures a continuing affirmative application of MCC policies concerning equal opportunity employment.
  • performs other special and confidential assignments as assigned.

Qualifications

To qualify for pay band 2D applicants must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3A (GS-15) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, this experience is defined as providing advice to senior executives on public affairs, communication, external affairs and congressional affairs matters; establishing and maintaining cooperative relationships with international communicators and communication outlets, civil society and advocacy leaders, senior executives and senior officials of other federal agencies; developing fielding and responding to replies traditional and social media contacts, assessing the public and media reactions to highly sensitive reputational risks and public affairs issues at large; acting as a spokesperson for the organization; and establishing and maintaining relationships with individuals having opposing points of views and conflicting interests and explaining a point of view/position while being cognizant of other views, boundaries and interests. Note: This experience MUST be well documented within your resume or application.

  • SALARIES FOR MCC PAY BAND 2 POSITIONS ARE EQUIVALENT TO SES PAY RANGE ONLY.
  • This is an Administratively Determined Excepted Service Appointment. Compensation and removal are without regard for civil service laws and regulations. Veterans' preference does not apply.
  • The selectee will serve at the discretion of the appointing officer and, as such, may be terminated when the services of the AD employee are no longer required.
  • MCC Administratively Determined (AD) employees receive 80 hours of initial leave, 8 hours of annual leave per pay period, and there is no leave carry-over cap at the end of each year
  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one time Recruitment bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
  • If you are a current federal employee this position may authorize a one time Relocation bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
