Overview

The General Services Administration (GSA) Office of the Chief Financial Officer (OCFO) provides the full suite of financial services to the agency and ensures proper management of the agency’s financial resources.  OCFO’s leaders and workforce are committed to partnering with GSA Services and Staff Offices to create value through high-impact interactions, meaningful insights, accurate information, and thorough analysis.  The GSA OCFO is also ranked by the Partnership for Public Service Best Places to Work in Federal Government as number 19 out of 410 similarly sized organizations, making it the highest rated finance organization.

As Chief Financial Officer (CFO) for the GSA, the incumbent serves as principal advisor to the Administrator on agency financial functions, including budgeting, accounting, internal controls, and financial audits management.  The incumbent establishes policies to govern financial matters in GSA and oversees the development, management, administration, and coordination of overall financial systems.  The incumbent provides financial direction and advisory assistance to the various entities within GSA.  Additionally, the incumbent advises the Administrator and Heads of Services and Staff Offices regarding Congressional testimony related to financial issues, and represents the Administrator before Congressional hearings. 

Key Duties:

  • Leads GSA budget formulation, guiding agency leadership and programs to develop Annual Budget Requests to OMB and the GSA Congressional Justification provided to Congress each fiscal year.  Monitors the financial execution of the budget, assisting programs in allocating resources and spending funds efficiently.  Evaluates and prioritizes business cases for investments, serving as financial advisor, providing operating budgets, and leading bill allocation.
  • Directs, manages, and provides policy guidance and oversight of agency financial management activities and operations.  Develops and maintains an integrated agency accounting and financial management system, including financial reporting and internal controls.  Ensures compliance throughout the agency with applicable accounting standards and principles and financial information and systems functional standards. Ensures that program information systems provide financial and programmatic data (including program performance measures) on a reliable, consistent, and timely basis to agency financial management systems. 
  • Prepares and transmits in accordance with the CFO Act of 1990, annual audited financial statements to the Administrator.  Mandates data and reporting format requirements (consistent with OMB guidance), and reviews and approves financial reports and statements prepared for transmission to the Administrator, OMB, the President, the Congress, GAO, Department of the Treasury, or external groups.  Ensures timely corrective actions for material weaknesses disclosed through audit findings and reports resulting from reviews performed in support of OMB Circular A-123, Internal Control Systems, under the Federal Managers' Financial Integrity Act (FMFIA).
  • Establishes basic policies and objectives under which all functions of the Office of the Chief Financial Officer operate, and appraises performance to assure conformance with such policies and the achievement of established objectives.  Assures that plans, programs, and activities are properly developed, implemented, and executed and that operating plans and programs are modified and adapted to meet the changes in program emphasis and to effect improvements. 
  • Fosters the development of an engaged and high performing workforce and facilitates cooperation and teamwork.  Promotes a work environment committed to diversity, equity, inclusion and accessibility (DEIA) and which supports successful hybrid (remote and onsite) work models.

CONDITIONS OF EMPLOYMENT:

  • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • If tentatively selected, you will be required to submit a Declaration for Federal Employment.
  • Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status.
  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.
  • Veteran's preference does not apply to positions in the Senior Executive Service.
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.

Qualifications

All applicants must meet the Mandatory Technical and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL COMPETENCIES (MTC's):

1. Extensive leadership experience in agency-level planning and budget formulation, and execution processes in a large, diverse, and complex business environment, with demonstrated ability to: (1) develop, implement, and manage sound solutions to complicated budgeting issues in response to business requirements; and (2) work with internal and external stakeholders (e.g., senior leaders, OMB, Congress, OIG, and GAO) to develop appropriate strategies, advance initiatives, and action plans.

2. Extensive experience leading a large, complex financial organization that delivers agency (or equivalent level) products and services, establishing policies and overseeing programs related to financial management, such as internal controls, accounting, financial reporting, and financial statements and audits, including addressing concerns related to past financial statements and audits.

3. Demonstrated aptitude leading an organization and its talent in driving innovations, improvements, and efficiencies that support business needs, as well as fostering a work environment that promotes a highly engaged workforce, prioritizes diversity, equity, inclusion and accessibility (DEIA), and supports successful hybrid (remote and onsite) work models.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):

1.  Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

5.  Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TELEWORK:  GSA supports the use of telework as a way to help attract and keep talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.  Telework by Federal employees also reduces energy use, greenhouse gas emissions, and traffic congestion.  At the discretion of the supervisor this position may be designated as telework eligible. Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
