Duties

Help

As a DEPUTY DIRECTOR FOR LEGISLATIVE AFFAIRS, GS-0301, 14/15, your assignments may include:

You will be responsible for supporting the Director of Legislative Affairs by assisting in the planning, organizing, and managing the activities of the office. You will serve as the principle representative and expert for congressional issues relating to Climate and Environmental, Energy, and/or Healthcare policy. In coordination with the Director of Legislative Affairs and the team, you will establish guidelines to answer inquiries related to congressional committee investigations. In addition, you may perform the following:

  • Communicating the OSTP's events and accomplishments; including developing Congressional hearing preparatory materials, and responses to official Questions for the Record.
  • Analyzing Congressional Appropriation's marks, Committee reports, and Congressional activities to assess legislative impacts on the annual budget request and year of execution.
  • Developing Congressional engagement plans with members of Congress and other stakeholders to represent and advance OSTP priorities and supervise implementation
  • Evaluating Appropriations legislation and Appropriations Committee Reports and other legislation to identify issues relevant to the OSTP science and technology mission and portfolio.
  • Working with OSTP leadership to understand their priorities and communicate progress toward organizational goals to Congress and other oversight bodies.
  • Translating complicated issues into a clear point of view, and create a compelling, concise, and well-written narrative.
  • Proactively building and managing relationships with key stakeholders across a range of levels and functions.
  • Identifying opportunities and delivering results independent of supervision.
  • Work closely with EOP and executive branch officials and OSTP leadership team to ensure schedule and objectives are met and exceeded.

  • This is a 6 to 12-month non-reimbursable detail (i.e. funded by the agency) with the opportunity to extend
  • Position is based in Washington, DC with the option of working remotely on an ad hoc basis

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

For the GS-14/15: Experience to perform duties at the GS-14/15 levels include 1) Capitol Hill experience, congressional affairs, or government relations experience preferred 2) Experience developing and leading the provision of expert advice on government-wide plans, policies and procedures in order to ensure compatibility with congressional interests 3) Experience drafting appropriate responses to congressional inquiries of both formal and informal nature and reviewing documents.
