Summary

The FHFA Office of Inspector General (FHFA-OIG) is responsible for, among other things, conducting audits, investigations, and other activities of the programs and operations of FHFA, and recommending polices that promote economy and efficiency in the administration of, and prevent and detect fraud, waste, and abuse in, FHFA's programs and operations.

As an Auditor, you will assist in executing audits related to the programs and operations of FHFA.

The following are the duties of this position at the EL-13. (Equivalent to the GS-13 If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As an Auditor, you will:

  • Possess sound professional knowledge of accounting and auditing necessary to conduct broad audit assignments.
  • Become familiar with program requirements and operations; determining any potential problems; developing required connections to offices, organizations, and program personnel; and identifying the preliminary scope and course of audit activities.
  • Devise innovative solutions to problems.
Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the El- 7 level is fifty-two (52) weeks of experience at the EL-5 level, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience must include:
-Obtaining, verifying and summarizing auditing documentation; applying professional auditing principles, practices and skills; AND
-Obtaining and evaluating information, ensuring accuracy and reliability.

OR
Education: 1 year of graduate-level education or superior academic achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Education

Education Requirements:
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.

OR

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT:
