Summary

You will serve as a Records and Information Management Specialist in the Records, Reports, Directives, and Forms Management Section of HQ US MARINE CORPS. This section develops, interprets and administers policies, regulations and procedures pertaining to the Marine Corps-wide Records Management Program; and ensures their relationship to the performance of Marine Corps mission-essential tasks by the HQMC activities and operating forces at the enterprise level.

Duties

Help
  • You will develop and maintain current program directives outlining policies, procedures, and guidance relating to the maintenance, retention, preservation and disposition of records ensuring that policy imposed by higher authority is implemented.
  • You will function as the technical expert on records management policies, systems, procedures and activities; not only within the Marine Corps, but within the community of interested outside parties.
  • You will coordinate and provide Marine Corps input to the Secretary of the Navy records disposition instructions and filing manual which are applicable to all Navy and Marine Corps activities world-wide.
  • You will establish and communicate overall goals, missions, objectives, priorities and operational plans for the Marine Corps' Records Management Program and continually assess and adjust them accordingly.
  • You will ensure the maintenance and disposition of records to include Records Transmittal and Receipt, Notice of Eligibility for Disposal, Disposition of Federal Records, and the Agreement to Transfer Records to the National Archives processes.
  • You will monitor storage costs and ensure the reduction of unnecessary storage of records eligible for destruction.
  • You will act as Subject Matter Expert for the Department of Defense Information Technology Portfolio Repository- Department of the Navy, Electronic Records Archives, and the Archives and Records Centers Information System processes.
  • You will manage the operations of the HQMC Central Records, which provides liaison services for all HQMC activities, the Washington National Records Center, the National Archives and the Marine Corps field activities.
  • You will provide conceptual and professional/technical leadership and direction to other personnel Marine Corps-wide who perform work in support of the Marine Corps' Records Management Program.
  • You will maintain and make annual updates to the Inspector General (IG) checklist 5210 for inspecting the Marine Corps' Records Management Program and serve as an augment inspector with the Inspector General of the Marine Corps (IGMC).
  • You will perform contracting officer representative (COR) duties for records management contracts.
  • You will maintain current training to adequately perform COR duties and assure contractors meet the performance requirements of the contract in terms of quality, quantity, schedule and cost/price.
  • You will manage the rotations of Capstone officials, update Active Directory distribution list(s) that feed DON TRACKER and/or official record repository.
  • You will perform research of collected Capstone official email accounts to answer spillage reports received on an "Electronic Spillage Action Form" (SECNAV 5500/1) from ARI Cyber Security.
  • You will assist operating officials with retention/disposition determinations by helping to interpret and evaluate particular records and their individual value.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing, interpreting, and administering policies, regulations, and procedures pertaining to maintenance, retention, preservation and disposition of records for an organization's records management program; 2) Evaluating information management practices (e.g., developing studies, metrics, analysis methods) to achieve maximum effectiveness of mission goals; 3) Developing written briefs to report records management program analysis to senior leadership; and 4) Communicating orally with senior leadership by advising, presenting, and promoting recommendations to increase efficiency of an organization's records management program.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Implementing policies, regulations and procedures pertaining to the maintenance of records; 2) Reviewing records to ensure proper accountancy and disposal; 3) Assisting with evaluating information management practices (e.g., developing studies, metrics, analysis methods) to achieve maximum effectiveness of mission goals; and 4) Assisting in development of written briefs of records management program analysis.
