Duties

Help

This position is located at the USPFO in Phoenix, Arizona. The primary purpose of this position is to provide sound business advice in the execution of
pre-award and post-award functions, using a wide range of common contracting methods and contract types, to assist in the procurement of standard or specialized services, commodities, and/or construction within an operational contracting office.

  • As a condition of employment, if the contract specialist is directed by his or her respective Contract Supervisor to hold a Warrant, he or she must pass the CORB PRIOR to appointment to the position.
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • Contracting Level II required for GS-11 assignment.
  • The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position.
  • Designated Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.
  • The incumbent must obtain and maintain the appropriate security clearance.
  • May be required to work overtime.
  • All NG Title 5 Excepted Service, GS-1102, employees, who do not complete the positions? required certifications within 24 months, are not retained in their positions.
  • Telework may be authorized on case by case basis up to 60%, upon completion of initial 30 days of employment. Telework authorized at discretion of the supervisor.
  • Prior to appointment, an applicant must complete and clear drug test.
  • Newly hired employees and employees of the Arizona National Guard are required to be fully vaccinated by 22 November 2021 or before appointment or onboarding with the agency, if after 22 November, per Executive Order 14043.

Qualifications

General Experience - All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must be certified at the next higher grade-level before considered as eligible for merit promotions to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. However, a new hire applicant must have competent experiences that are commensurate/equivalent to the contracting program business with demonstrated understandings of the complex principles and concepts defined by the NG Title 5 Excepted Service Series GS-1102 positions.

Specialized Experience - For promotions and hires, must have one year of specialized experiences that are equivalent to at least the next lower grade-level to qualify for initial hires and promotions. Experiences prepared the new applicant or the on-board employee applicant to perform the contracting duties of the applicable NG Title 5 Excepted Service Series GS-1102 graded position. An applicant must demonstrate the specialized experiences, as applicable and defined for each GS-1102 position as noted on the following pages, in order to qualify for a position identified by its applicable position description's GS- Grade and its Acquisition Contract Program Certification requirements.

NG Title 5 Excepted Service Contracting Program, GS-1102, GS-07, Entry Level One
Must meet positive education requirement. Candidate must have an understanding of the basic principles and concepts of the National Guard Procurement business and/or contracting program requirements and certifications. Applicants must have experiences and training that demonstrates the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-1102-07 positions, employees must complete Level One Certification within 24 months of appointment to their positions.

NG Title 5 Excepted Service Contracting Program, GS-1102-09, Intermediate Level Two
Must meet positive education requirement. To qualify, candidate must have Level One Certification awarded. Must have at least 12 months of functional contracting experiences and competencies that provided knowledge of contracting principles and procedures to include the following business: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order / Task Order; Contract Administration; Government Purchase Card program. As a condition of continued employment in the GS-1102-09 position, the employee must complete Level Two Certification within 24 months of appointment to the position.

NG Title 5 Excepted Service Contracting Program, GS-1102-11, Intermediate Level Two
Must meet positive education requirement. To qualify, candidate must have Level Two Certification awarded. Must have at least 12 months of broadening contracting experiences and competencies that provided full working knowledge and skill in contracting principles and procedures to include the following tasks: Procurement in Pre-Award and Award Contracts, Simplified Acquisition Procedures, Small Business Socio-Economic, Delivery Order / Task Order, Contract Administration, Purchase Card program.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Minimum Requirements for All NG Title 5 Excepted Service Applicants/Candidates:

A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.

Per the Defense Acquisition Workforce Improvement Act (DAWIA), November 1990, with NDAA inclusions, the following notes are provided:
- The education requirements listed above apply to individuals who initially entered -or- will enter the National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102, positions, on/or after October 1, 2000.
- Current National Guard (NG) Title 5 Excepted Service Contracting Program, SeriesGS-1102 employees who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement.
- The Defense Acquisition Workforce Improvement Act dictates specific education, training requirements, knowledge, and experience factors for Acquisition, Technology, and Logistics workforce.
- Education, training, and experience requirements, for each contracting certification level, provide the framework for progression in a career field and are used for the purpose of characterizing a contracting specialist's qualifications within the GS- 1102 career field.
- Initial hire applicants must complete the certification requirements for their positions within 24 months of appointment.
- Current on-board NG Title 5 Excepted Service Contracting Program, Series GS-1102, employees must complete the certification requirement for their positions within 24 months of appointment.
- Those current on-board NG Title 5 Excepted Service Contracting Program, Series GS- 1102, employees, who have not completed the training and certification requirements for their current positions, are NOT considered as qualified candidates for promotion consideration to fill vacant contracting positions using Merit Principles.
