Summary

This position is located in the Department of Homeland Security (DHS), Office of Counterterrorism, Threat Prevention & Law Enforcement.

The primary purpose of this position is to serve as an expert analyst to management on a wide range of complex counter-unmanned aircraft systems (C-UAS) program management activities requiring application of a wide range of qualitative and/or quantitative methods for assessment of complex processes, systems, and mission support programs.

Duties

Help

As a Management and Program Analyst GS 0343 14, your typical work assignments may include:

  • Directing, implementing, coordinating, and/or overseeing a variety of management programs related to C-UAS that impact DHS.
  • Providing expert advice to managers and senior leadership, and developing/revising C-UAS policies.
  • Evaluating C-UAS rules, regulations, guidance, and policies, and taking necessary actions to achieve organizational objectives.
  • Independently planning, developing, and coordinating with stakeholders through briefings, presentations, and conferences for executive management.
  • Developing, implementing, and monitoring sophisticated management information systems that focus on long- and short-range plans, policies, and programs in the direction of goals, objectives and priorities established by statutes, executive orders, and DHS.

Qualifications

Specialized Experience:
You qualify for the GS-14 grade level (starting salary $126,233) if you possess one year of specialized experience at the GS-13 grade level in the Federal Service or obtained in either the public or private sectors performing duties such as: Independently analyzing complex UAS, C-UAS, and/or national airspace system (NAS) issues related to UAS or unmanned traffic management (UTM) and developing policies, plans, and/or strategies to address these issues as they pertain to national security; Leading projects and making recommendations to colleagues and management based on subject matter expertise and in alignment with organizational missions; Developing and maintaining partnerships with stakeholders with unique needs, missions, positions, and interests; Applying knowledge of C-UAS technological capabilities, the evolution of unmanned systems, and the emergence of small UAS as enablers for threat actors domestically and abroad to individual and programmatic decision making processes.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
