The incumbent will serve as an Information Technology Specialist in the Environmental Protection Agency (EPA), Office of the Inspector General (OIG), Office of Audit (OA), Information Resources Management Directorate (IRMD).

Responsibilities

As a Information Technology Specialist you will:

  • Conduct and plan complex IT audit assignments or segments of complex audit assignments of Information Technology systems, compliance programs, Chemical Safety Board Systems, and various other Agency programs and systems.
  • Review backups and snapshots of databases, assesses maintenance of all static tables, reviews and checks the system logs, and initiates required audit reports.
  • Develop audit and review plans.
  • Responsible for IT related performance audit, financial audit, and/or evaluation.

This is a Public Trust Position. Employment in this position requires a background investigation. Qualifications

All applicants must have 1 year of specialized experience equivalent to at least the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following: 

Minimum Qualifications GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service performing all
of the following: 

  • Evaluate systems effectiveness to develop new or modified work methods;
  • Assists with identifying system vulnerabilities, potential security violations and/or problems through analysis of audit trails and/or console log printouts;
  • Test systems performance, to include load and stress testing procedures using automated testing tools; AND
  • Make recommendations based on audit reports, regulations, and/or other relevant material for the development of command guides or procedures.

Minimum Qualifications GS-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal service performing all
of the following: 

  • Identify measurement and/or evaluation criteria to determine systems effectiveness to develop new or modified work methods;
  • Diagnose system vulnerabilities, potential security violations and/or problems through analysis of audit trails and/or console log printouts;
  • Test systems performance, to include load and stress testing procedures using automated testing tools; 
  • Evaluate audit reports, regulations, and/or other relevant material to develop command guides or procedures; AND
  • Manage or lead a team with the responsibility for planning, conducting, and/or reporting on assigned audits, evaluations, or conducting complex assignments.

  • Oral communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This position does not have a mandatory education requirement.

There is no substitution for specialized experience at these grade levels.
