Help

A. Incumbent maintains recurring fund control points consisting of quarterly funds allocated to FMS. He/she uses the DHCP IFCAP spreadsheet to manage balances within each account, and ensure up-to-date accurate records. Monitors monetary documents and daily reconciles and when required, initiates and processes necessary paperwork for correction of Control Point Activity Listings, Consolidated Memorandum of Receipts (CMR), Recurring Projects, leases, invoices, and service tickets. Initiates and processes payment vouchers. Prepares and maintains files for all of the above.

B. Performs specialized audits of fund control points to determine trends and changes in fund utilization. Informs the Chief, FMS of the changes that are occurring, independently formulates and makes recommendations for corrective measures, and takes appropriate actions as indicated by the Chief, FMS.

C. Plans, develops and assures implementation of recurring fund contracts based on information received from service chief and service supervisors. After execution of these contracts, works with appropriate supervisors and personnel to assure that work is being accomplished, by contractors/vendors awarded these contracts, and in accordance with contract specifications. Processes payments on contracts when the work is acceptable and/or takes appropriate action to resolve unacceptable work.

D. Incumbent is responsible for the processing of VA form 90-2237 (request, turn-in and receipt for property and services), including annual service contracts and all related documentation necessary for obligating all recurring FMS service funds.

E. Prepare and process monthly estimated obligations, VAF 4-1358, for utilities, VA owned vehicles and GSA vehicles. Performs duties of Authorizing Officer, as specified by VA Fleet Management Guidebook. Audits monthly public utility bills, credit card bills etc. prior to approving
the invoices for payment.

F. Upon receipt of invoices is responsible for putting accurate information on invoices and returning them to Fiscal Service by required date. Certifies items received/services rendered on various items. Accomplishes reviews and prepares documents for the certification of partial payments on annual service contracts.

G. He/she will supervise the credit card system for FMS. As requests are received, incumbent will manage funds to insure funds are available, that proper documentation has been submitted, and input into Austin database for final payment. If funds are available incumbent is responsible for placing all credit card orders with vendors. Incumbent keeps updated spreadsheet on purchases made, payments and unpaid balances to insure cost ceiling is not exceeded. Contacts vendors when problems arise with their order, delivery date or invoice and certifies invoices for payment as received.

H. Incumbent is responsible for the preparation of a number of requirements for A&MMS and Fiscal Service such as but not limited to:

  • Funding requirements for one fiscal year and the succeeding year, forecast by control point, plus justification for all recurring control points in FMS. This requires gathering and summarizing historical cost information and considering long-range requirements and service level, and medical center strategic objectives.
  • Status of cost ceiling reports.
  • Quarterly Energy Report
I. Maintain contracts, paperwork, and schedules of both routine/recurring and corrective maintenance and/or repair for those items which are accomplished through a service contract with a wide-variety of vendors and contractors. Records and maintains information on safety certifications and inspections. Dispatches emergency calls and do-it-now emergency response teams. Will also support coordinating contract repairs but only from a business office/fiscal perspective, i.e. ensuring that contract is valid, sufficient funds available, funds obligated, invoices certified, payments, etc...
He/she provides backup administrative support to other clerical staff service members over a wide range of various component section, supervisors, and program managers of Facilities Management.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 2/23/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization.
  • Examples of specialized experience would typically include, but are not limited to: Performing specialized audits of fund control points to determine trends and changes in fund utilization processing of VA form 90-2237, processing payments on contracts.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
