This position is open to the public and all groups of qualified individuals in the federal service. Current SES employees, individuals with SES reinstatement eligibility, and SES Candidate Development Program graduates need to apply to be considered.
The Office of Evaluation and Inspections (OEI) conducts national evaluations to provide HHS, Congress, and the public with timely, useful, and reliable information on significant issues. These evaluations focus on preventing fraud, waste, or abuse, and promoting the economy, efficiency, and effectiveness of departmental programs. To promote impact, OEI reports also present practical recommendations for improving program operations.
As a member of the OEI senior executive team, under the general direction of the Deputy Inspector General for Evaluation and Inspections, you will be responsible for overseeing and monitoring evaluation portfolios for one or more HHS program areas including but not limited to:
Medicare and/or Medicaid
Public health programs, including emergency preparedness (e.g., Centers for Disease Control and Prevention, Health Resources and Services Administration, etc.)
Child and family support programs (e.g., Administration for Children and Families)
Scientific research (e.g., National Institutes of Health, Food and Drug Administration, etc.)
Indian Health Service
Provide direction, advice, and executive guidance to Headquarters Division Directors and the Regional Inspectors General (RIGs) who carry out evaluation activities in their assigned geographic region or program portfolio. Activities include making study assignments, ensuring the quality of reports, and monitoring and participating in appropriate followup to completed reports.
Provide direction to OEI's oversight activities related to the Medicaid Fraud Control Units (MFCU) grant program. This includes ensuring the MFCUs compliance with Federal grant regulations, administrative rules, and performance standards; and certifying and recertifying the MFCUs on an annual basis, and continually working to maximize the Units performance in fighting provider fraud and protecting beneficiaries from harm.
Manage and direct OEI's work planning process and develop and review legislative, regulatory, and program proposals to reduce vulnerabilities to fraud, waste, and mismanagement.
Establish evaluation and report priorities, assessing the progress of reports, and reporting to the Inspector General on the status and relevance of reports; manage the development and implementation of evaluative techniques, programs, guidelines, and policies; provide programmatic expertise and information on new programs, procedures, regulations and statutes.
Represent the OIG in discussions of evolving OEI studies and operations with congressional staff, senior HHS representatives, and other OIG components, and participate in discussions, meetings, conferences, and negotiations to develop courses of action to take on actual and/or potential problems.
Undertake special nationwide assignments on matters of special concern that involve a wide variety of OIG, OEI, and HHS matters and make recommendations or report results to foster and promote efficiency in programs. Based upon the incumbent's expert analysis and evaluation of program activities, prepare comprehensive briefings to bring the issues to the attention of the Inspector General, Principal Deputy Inspector General, or other senior officials as appropriate.

One year probationary period for initial SES appointment is required.

Qualifications
To be qualified for this position, your résumé must reflect specialized experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations on a national level and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communications skills, good judgement, and experience in interacting with government and nongovernment officials. Typically, experience of this nature is gained at or above GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your résumé significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.
As a basic requirement for entry into the Senior Executive Service (SES), your résumé must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the Technical Qualifications (TQs) and five Executive Core Qualifications (ECQs) listed below.
Technical Qualifications (TQs) -- Mandatory; in addition to your résumé (5-page limit), you must submit a separate narrative (3-page limit) that clearly describes how you possess the following mandatory TQs--
Demonstrated skill in leading, managing, and supervising in an applied evaluation program as evidenced by success in producing, overseeing, or substantially contributing to high-quality, timely solutions-focused evaluation products. This includes strategic planning for evaluations, oversight and production of evaluations, review and quality control activities, and/or driving implementation of evaluation recommendations.
Extensive knowledge and understanding of Federal health care and/or human service issues that fall under the purview of the Department of Health and Human Services and deep understanding of how to use evaluations to drive improvement in those programs.
Experience leading consensus building in planning, conducting, and reporting on complex program evaluations, as part of a multidisciplinary, deliberative team. Skill in gaining stakeholder support at the highest levels of an organization and agency implementation of recommendations.

Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.(Competencies: partnering, political savvy, influencing/negotiating).
