The incumbent serves as the Deputy Assistant Administrator to the Assistant Administrator for the Bureau for Global Health who serves as the principal advisor to the Agency and the Administrator on broad technical and operational matters relating to the mandate of the Bureau. The Bureau for Global Health (GH) is the Agency's center of excellence and focal point in providing worldwide leadership and technical expertise in the areas of: child and maternal health; nutrition; HIV/AIDS; infectious diseases such as malaria, tuberculosis, neglected tropical diseases, and pandemic influenza; population, family planning and related reproductive health; water, sanitation and hygiene; and health systems.

The incumbent focuses on administration, planning, procurement, personnel, monitoring and evaluation and budgeting and complements additional DAA/GH health positions. The incumbent is responsible for Bureau direction with respect to implementing USAID Forward, strengthening and overseeing administrative processes and systems for strategic budgeting aligned with Bureau priorities, strategic review of core procurements, streamlining planning and reporting, talent management and alignment of health staff with Agency priorities, and internal communications of Bureau priorities and activities with Bureau, regional and mission staff.

As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST possess progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the ECQs and TQs listed below. These ECQ and TQ statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. Qualifications and experience determinations will be based only on the information you submit. FAILURE TO MEET OR FULLY ADDRESS ANY ONE OF THE MANDATORY ECQS AND TQS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

**If you can claim Noncompetitive status-you are a current or reinstatement eligible Career SES or a graduate of an Office of Personnel Management (OPM) approved SES Candidate Development Program (CDP) and your ECQs have been certified by OPM's Qualifications Review Board (QRB)-you are not required to respond to the ECQs. However, you MUST submit supplemental statements addressing all mandatory TQs. Current and reinstatement eligible SES must include with your application a copy of your SF-50, Notification of Personnel Action, documenting your SES Career Appointment. CDP graduates must include a copy of your OPM CDP graduation certificate or other proof that your ECQs have been QRB certified.**

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below.

EXECUTIVE CORE QUALIFICATIONS - MANDATORY

This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN
This core qualification involves the ability to manage human, financial, and information resources strategically. Core Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS
This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Core Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, and Public Service Motivation.

TECHNICAL QUALIFICATIONS - MANDATORY

You will be evaluated on the following Technical Qualifications:

TQ1 - Demonstrated executive/senior leadership experience leading a large, complex organization, department or office, with proven ability to manage a broad spectrum of operations, including planning, budgeting, and management, to ensure the achievement of organizational objectives and attainment of peak performance and productivity.

TQ2 - Demonstrated executive/senior leadership experience in analyzing and implementing global health programs in complex inter-agency and/or international environments for the purpose of advancing U.S. foreign policy objectives.

You will be evaluated for this job based on how well you meet the qualifications above.

A preliminary review of applications will be made to determine if minimum qualifications as defined in this announcement are met. Those meeting minimum qualifications will then be evaluated by a Rating and Ranking Panel to determine the "Highly Qualified" applicants, based on the degree to which the ECQs and TQs are met. The Rating and Ranking Panel will refer the "Highly Qualified" for initial consideration and possible interview by the Hiring Office.

As a prerequisite for an initial career appointment to the SES, the selectee's ECQs must be certified by OPM's QRB.
