This position is a mission critical occupation for HRSA. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Senior Public Health Analyst, you will serve as a special projects officer responsible for conducting comprehensive research, review and analyses on a wide variety of public health-related management ·programs.

Your major duties and responsibilities include:

  • Researching and evaluating key public health policies that are central to MCHB's and HRSA's mission.
  • Providing executive management and project officer duties with recommendations to improve and overcome shortfalls and deficiencies, and formulate alternative courses of action for the solution of complex cross-cutting public health issues.
  • Reviewing and assessing the effectiveness of current public health policies and determines where new or changed policies are required to effectively execute public health programs, missions and functions
  • Presenting findings and cogent substantive recommendations that are used as the basis for key executive-level management decisions
  • Acting as liaison with policy-level officials and defend public health policies before representatives of other governmental agencies, State and local governments, private industry, academia, consumer organizations, Congress and the scientific community.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

Examples of minimum qualifying experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:

  • Serving as a lead or primary liaison or advisor to stakeholders to ensure effective exchange of ideas, suggestions, or issues focused on improving, expanding and enhancing public health care programs and operations.
OR
  • Conducting analyses of federal, state and/or local public health programs to provide recommendations that support the establishment of new, revised or modified policies and procedures for such programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Applicants who meet the minimum qualification requirements for the position will be assessed via the occupational assessment questionnaire on the following competencies:

PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS -
Analyzes, interprets and explains the impacts of health policies, proposals, and legislation on public health programs.

PUBLIC HEALTH SURVEILLANCE - Knowledge of principles, methods, and procedures to conduct ongoing systematic collection, analysis, interpretation, and dissemination of health-related data essential to planning, implementation, and evaluation of public health practice.

DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.

Please Note: An SF50 for the current year pay adjustment is NOT acceptable for verifying TIG (ex. 2022 general increases cannot be used to verify TIG).
