Summary

This is an entry-level trainee position leading to the full performance GS-12 level position. At the full performance level, serves as an IT specialist servicing a major agency-wide area of specialized database management related support software. The employee is responsible for the design, development or procurement, analysis, implementation, and maintenance of SSA's database software and technical support for auxiliary programmatic applications files and databases.

Duties

Help
  • Designs and modifies the storage structure and mappings between databases.
  • Designs and analyzes databases which includes the physical design of the database, schema and subschema definitions and space allocations.
  • Designs specialized evaluation techniques to monitor database performance and defines modifications necessary to improve the performance of the database.
  • Designs, coordinates, tests, validates and implements database management projects including file consolidation, storage media selection and related data migration, conversion from batch sequential processing to interactive random processing.
  • Designs, coordinates, tests, validates and implements database management projects required to implement modern database management practice at SSA.
  • Designs and develops or modifies software for accessing databases and files used in the ACP processes.
  • Designs, develops, implements and maintains data repository systems.

Qualifications

Applicants must qualify for the series and grade of the posted position. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Your resume must provide sufficient experience and/or education, knowledge, skills, abilities, and proficiency of any required competencies to perform the specific position for which you are applying.

To qualify for the 2210 IT Specialist series, the applicant must demonstrate the following competencies:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; and is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To qualify for the GS-7, the applicant must have 52 weeks of specialized experience at the GS-5 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes work that involves the design, documentation, development, modification, testing, installation, implementation, and support of relational or columnar database for new or existing applications software. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
OR
A bachelor's degree AND superior academic achievement. Superior academic achievement is defined as: (1) graduating with at least a 3.0/4.0 GPA; (2) graduating in the top third of the graduating class; or (3) membership in a national scholastic honor society. Your educational degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks;
OR
One full year of graduate level study, or possess a Master's or higher degree, e.g., Ph.D., etc., in a field that provided the knowledge, skills, and abilities to do the work of the position. Your educational degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
