** Duty Location: This is not a 100 percent telework position, nor is it a remote location position. While we are currently allowing maximum flexibilities for telework during the COVID Pandemic, under non-pandemic circumstances employees are required to report to their duty location, at a minimum, twice per biweekly pay period in accordance with the VA OIG's telework policy. Supervisors may require you to report to your duty station more than twice a pay period. This position will be in the Office of Auditions and Evaluations Hotlines and External Reporting Division.

As a Supervisory Management Analyst, you will:

Assist management for implementing an effective data analytics and project management-based, strategic planning program that includes the development of audit projects derived from hotline complaints.

Plan and assign work and sets/adjusts priorities. Provide guidance, instruction, counseling and advice to staff. Make decisions on work problems presented by the staff. Identify and provide for the staff's developmental and training needs. Recommend and justify incentive or other awards for Office staff. Interview applicants for Division positions and recommend selection, appointment, promotion, or reassignment of individuals. Monitor division-staffing levels and assists with position announcements, recruitment, hiring and/or other associated actions. May develop draft position descriptions as needed or required for OAE staff. Ensure work is coordinated with OAE divisions and other OIG components including Human Resources staff.

Develop tools, techniques, methodologies, and mechanisms to aid in the planning of project proposals for audits, reviews, attestations, and evaluations that include researching, surveying, analyzing, and documenting data, processes and policies used to develop and define the scope, objectives, and methodologies.

Oversee and direct the efforts of assigned division staff, and collectively develop and present a variety of complex technical documents such as operational plans, review programs, briefings, and reports that explain new methodologies, define testing requirements, which also may include projections of errors or monetary amounts; or offers qualitative or quantitative assessments

Develop and implement methodologies and tools to ensure that all project work conducted is performed in accordance with VA, OAE, and OIG requirements, and applicable professional and federal auditing and evaluation standards.

Research, analyze, and synthesize legislation, regulations, policies, guidance, trends, data and the results of operations of VA and OIG.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: You must meet the specialized experience requirements for this position, with at least one (1) full year of experience at the GS-13 level, or equivalent. This experience as provided below, should have equipped you with the particular knowledge, skills and abilities required to successfully perform the duties of the position. This specialized experience includes:
- Evaluating, summarizing and preparing reports, or developing/implementing tools and techniques for reports, that assess risks and operational weaknesses; AND
- Communicating issues, justifying conclusions and recommending courses of action in an audit environment; AND
- Performing formal and informal briefings and presentations of a technical nature to high-level management

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
