Duties

Help
  • Responsible for development and implementation of the District's vision/strategy which integrates key national and State program goals, priorities, values and political, economic, social, technological and administrative factors.
  • Responsible for the acquisition/administration of human, financial, material, and information resources necessary for operation of the District which instills public trust, accomplishes agency's mission, and uses technology enhancing decision making.
  • Responsible for administration of a variety of management programs such as safety, upward mobility, EEO, student and intern opportunities, overtime usage, employee engagement, management of real and personal property, etc.
  • Oversees position management planning and implementation to achieve statewide direction and objectives.
  • Responsible for developing and implementing strategies which maximize employee potential and foster high ethical standards in meeting the BLM's vision, mission, and goals.
  • Responsible for the administrative and technical supervision of a large and complex staff, which requires managing work through subordinate supervisors including Field Managers, team leaders, and/or contractors who each direct substantial workloads.
  • Maintains organizational communication by keeping employees informed as to requirements, policy, procedures, and the interpretation thereof.
  • Responsible for establishing and enhancing working relationships and alliances within District organizational structure as well as with others outside of the District office with the intent of finding common ground.
  • Through the District Leadership Team and subordinate supervisors' plans, organizes and coordinates activities relevant to the accomplishment for assigned functional responsibilities.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Supervision and/or management experience in a natural resource management agency; resolving complex and controversial land issues; ensuring compliance with policies and regulations; experience operating natural resource management programs within budgetary limitations; ensuring effective and efficient utilization of personnel, equipment, and resources; providing leadership to staff and management team; and providing and performing personnel management principles and techniques, including supervision, evaluation, motivation, discipline, planning, and organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.


Physical Demands: Normally works in an office setting, with occasionally strenuous duty and normal field duty associated with resources work. Work may be conducted under widely adverse conditions such as severe winter temperatures and summers that are extremely hot and dry. May be required to walk into roadless areas or otherwise negotiate areas inaccessible to vehicular travel. Other methods of travel may include all-terrain vehicles, aircraft, or horseback.

Work Environment: Most work is performed in the office in close proximity to fellow workers. Fieldwork may include walking or driving motor vehicles over rough terrain in remote areas. Abnormal stress situations may also occur involving completion of work to meet short deadlines.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.

Due to COVID-19, the California State Office is currently in an expanded telework posture.
