Duties

Help

As a Social Science Analyst, you provide expertise in the use of advanced research tools to develop and conduct public health program and policy analyses to identify and understand the needs and preferences of the Department of Health and Human Services programs and the populations.

Your major duties and responsibilities include:

  • Assisting the Deputy Director and Director of OER DE on matters involving cross-cutting issues and problems which have a significant effect on the overall MCHB mission and achievement of MCHB objectives.
  • Coordinating the Bureau's evaluation planning activities, works with Division, Office, and Bureau leadership to identify key evaluation issues for MCHB, and develops a Bureau wide Evaluation Plan.
  • Providing assistance to Bureau staff members on issues relating to program evaluation and research.
  • Communicating and interpreting MCHB objectives and research findings to staff directly concerned with the evaluation of existing programs and policies; identifies long-range problems in need of study; determines policy implications of research for program changes or innovative approaches to improve MCH and achieve health equity for MCH populations.

A. EDUCATION: To qualify for this position, you must have a degree in behavioral or social science; or related disciplines appropriate to the position.

OR

B. EXPERIENCE: Have four years of appropriate experience that demonstrated that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. EDUCATION & EXPERIENCE: Have a combination of education and experience that demonstrated that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to the basic qualification requirements above, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

In addition to the basic qualification requirements above, in order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Examples of the minimum qualifying experience equal to the GS-13 level include the following types of tasks performed on a regular and recurring basis:

  • Developing and applying research tools and methodologies that target specific public health populations and communities.
OR
  • Advising or consulting on the administration and analysis of statistical surveys, data collections plans, and evaluation of public health programs.

STATISTICAL ANALYSIS - Uses descriptive or inferential statistical methods to collect, explore and present large amounts of data to discover underlying patterns and trends.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgement and to enable strategic and leadership decision-making.

TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.

Education
