Duties

Help

The major duties of the position are:

  • Provides leadership and expertise on all aspects of the Fund Management team's accounting systems and functions and serves as a principal advisor and consultant to management officials and program staff.
  • Collaborate with the OCFO leadership and others in the development of new accounting reports and major changes of existing reports and sees that procedures necessary to carry out the results of development efforts are installed. Also collaborates in the development of regulations setting forth principles and standards, policies and procedures applicable to reporting to the Treasury by the Board.
  • Supervises and directs the review and approval of the accounting general ledgers, including complex journal entries and accounting classifications assigned to various records.
  • Develop, prepare and train staff accountants on the reconciliations, daily investment operations and the processes required to calculate the daily plan share prices.
  • Create and maintain documentation of FRTIBs accounting systems and internal controls.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time-in-Grade Requirement, which is 52 weeks of federal service at the next lower grade, GS-13.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to Executive Order 14043, that requirement does not currently apply. Qualifications

To qualify for this position, applicants must meet the Basic Experience and Specialized Experience as described below.

Basic Experience:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of
business law;
b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
c. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience:
Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-13) in the federal government. Specialized experience is defined as: (1) assists in formulating and developing policies and procedures necessary to carryout fund management accounting; (2) develops, prepares and trains staff accountants on the reconciliations, daily investment operations and the processes required to calculate the daily plan share prices; (3) serves as a principal advisor and consultant to management officials and program staff; and (4) collaborates in the development of regulations setting forth principles and standards, policies and applicable procedures.

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

All work schedules allow for an arrival time between 6:30 and 9:30 am. Employees on the Gliding Schedule work 8 hours plus a 30-minute unpaid lunch period. Employees on the Flexible 5-4/9 Schedule work eight 9-hour days and one 8-hour day (plus the 30-minute unpaid lunch period) in each biweekly pay period, and receive one scheduled day off.
