Summary

The positions are located in the Office of the Chief Financial Officer (OCFO), National Finance Center (NFC), Government Employees Services Division, Payroll/Personnel Operations Directorate, New Orleans, LA. Duties

Help
  • Provide customer service related to personnel issues by troubleshooting sync errors or agency errors.
  • Provide assistance with the application user password resets.
  • Provide assistance with payroll systems by correcting processing errors such as Time and Attendance records not being received, being rejected or transaction code corrections and system build issues.
  • Responds to agency inquiries concerning payroll/personnel system processing.

  • Full Time-Permanent- Shift Work. This position is subject to a tour of duty with limited scheduling flexibility. The supervisor will determine the hours of work based on business needs and call volume.
  • Your acceptance reflects your availability and willingness to work a limited scheduling flexibility schedule.
  • Your initial tour of duty hours will be 8 hour schedule either 6:30am to 3:00pm or 9:00am to 5:30pm depending on operational needs of the work unit.
  • An AWS schedule will be considered after 90 days of training at the NCC. Either 6:00am to 3:30pm or 8:00 am to 5:30 pm (9 hour schedule) based on the operational needs of the work unit.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

GS-05
One year of specialized experience, equivalent to the GS-04 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as a Financial Technician: (1)Experience utilizing automated systems and subsystems. (2)Experience preparing financial and administrative documents. (3)Experience aiding team members in resolution of errors or discrepancies in billing process.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Can Be Substituted for Experience at GS-5 Grade Level Only:
GS-05:
Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

Combining Education and Experience
GS-05:
Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:
