OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, education, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

This position is located OI's Security and Suitability Division. The incumbent serves as the Supervisory Personnel Security Specialist (SPSS) responsible for managing, developing, and administering the OIG Personnel Suitability and Security Program (PSSP). The incumbent is tasked with a variety of policy matters critical to the PSSP while providing expert-level advisory services to promote program development, strategic goals, and program management capabilities. The incumbent performs analytical, liaison, and advisory work to develop and evaluate policies and procedures that protect personnel, property, and critical assets/information from loss or unauthorized disclosure, and ensures applicants, employees, and contractors are suitable, fit for duty, trustworthy, and of good character to carry out the mission of the OIG.

As a Supervisory Personnel Security Specialist, you will:

- Lead and oversee personnel security functions performed for the OIG and contracting staff.
- Conduct operational reviews to ensure security activities are in compliance with federal law, OIG policy, and provide corrective actions for identified deficiencies.
- Evaluate controversial or sensitive issues not covered in existing security directives and implement acceptable solutions to unique situations.
- Analyze reports of administrative inquiry pertaining to personnel security and evaluate them in accordance with OIG policies and requirements for the effective administration of the PSSP.
- Analyze and evaluate the backgrounds of employees, candidates for employment, and other persons having access to sensitive information, materials, or work sites while identifying actual or potential suitability issues during suitability determinations on the related adjudications and ensure the criteria delineated in 5 CFR 731, 5 CFR 732, 5 CFR 736, and E.O. 10450 are utilized.

Conditions of Employment:

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service.
Specialized experience or General experience for this position includes:
-Making suitability determinations and adjudicating background investigations; AND
-Establishing and maintaining effective partnerships, communication and collaboration with a variety of personnel at all levels; AND
-Providing technical advice and assistance concerning security clearance and investigative procedures and requirements regarding the status of personnel security investigations; AND
-Conducting operational reviews to ensure security program activities are in compliance with laws and organizational policy and providing corrective action for deficiencies.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
